人口在西北地区的发展中起着相当重要的作用,人口的流动、繁衍都与环境密不可分。本文认为,西北地区的移民既有人口的自发流动,也有政府组织的迁移,实际上政府行为的导向作用是产生人口流动规模化的主要原因,人口的增加与分布促进了边疆开垦的增加,从早期的人少地多转变为人多地少的人地关系不平衡,这对西北地区的经济发展套上了环境恶化的枷锁。
