2005年3月，国家教育部颁发了新的《普通高等学校学生管理规定》(以下简称《规定》)。新《规定》实施后如何加强学籍的动态化管理，更好地适应和促进以弹性化为特征的学分制的推广和发展，可从以下几方面入手：加大投入；启动各专业和校际之间联动机制；强化竞争机制；完善导师制；改革收费制度等。

Creating the Dynamic Administration on Students'Status,Boosting the Educational Reform in the Credit System

In March 2005, Ministry of Education issued the New Administrative Regulations for Common Institutions of Higher Education(Regulations for short).It is discussed in this article that how to enforce the dynamic administration on students'status to better adapt to and promote the popularizing and developing of the elastic credit system after Regulations are put into practice, and that following measures can be taken: increasing investment, launching the interacting mechanism of different majors and institutions, intensifying the competition, improving the tutorship and reforming the charging system, etc..
