关于重构农村土地所有权制度的若干建议

建议改农村土地集体所有制的农用地私人所有制和建设用地、未利用地行政村集体所有制；界定国家、集体与农户之间的产权，实现产权关系的明晰化；改革土地征用制度，建立征地人口安置新机制。

A Probe into the Reconstitution of the System of Land- ownership in Rural Areas

There are many defects in the present system of ownership of collective la nd in rural areas.It needs to be reconstituted.I propose that it should be changed to the system of collec tive ownership of administrative villages,which includes private cultivated land,l and for construction purposes and la nd that is still not being used.There should be a clear distinction of ownership amon g state,collective and farmers.The system of requisition of land should be reformed and a new system of population allocation after the requisition of land sh ould be established.
