科学利用黄河水沙资源,加快下游两岸的综合治理与开发

摘要黄河下游两岸地区干旱缺水,已成为工农业进一步发展的障碍.解决的途径应在大力推行节水措施的基础上,近期引黄,远期引江.本文论述了建国以来引黄灌溉改土的经验,提出了要因地制宜,统一治理旱、涝、碱.引黄要淤灌结合,利用泥沙,固堤防洪,改良土壤、发挥以黄治黄,变害为利的看法.

PROMOTING SYNTHETICAL RULING AND DEVELOPMENT OF THE PLANES ALONG THE OWER YELLOW RIVER BY USING IT'S WATER AND SILT

Droqht obstructs the devetopment of agricultulture and industry in the planes along the both banks of the lower yellow River. The way to deal with the drought is to draw water from the yellow river in recent period, and to transport water from the Chang-jiang River to the plane of North hina in future. On the basis of popularizing water-saving measures. This paper recounts the practical ex-periences of drawing water from the yellow river for irrigation and improving soils since 1949, and suggests that drawing water from the yellow river should be combined with the uses of well and cannal, and treatment of drought, flood and salinesoil together. The abundant silt can be used for dyke strenthening, flood problem of the yellow river can be solved by the utilization of it's water and silt resources
