摘    要:面对新一轮教育改革的挑战,现行的音乐教育状况及其观念、内容、方法、手段评价系统已不能适应素质教育发展的要求。查找并排除影响中小学音乐教育美育功能有效发挥及制约中小学音乐教育发展的原因,使音乐教育在义务教育阶段得到切实实施,是落实素质教育,培养德、智、体、美全面发展复合型人才的基础性工程。

Abstract:Aesthetic education has been written in China's education policy in the new round of education reform.evaluative system has not met the requirement of all-round education development.Finding out and eliminating those factors which restrain the development of music teaching in primary and middle schools will promote the practice of music teaching at the compulsory education stage,which is the basic project for developing the composite qualified personnel who are good at moral,intelligence,physical condition,and art.
