| 摘 要： | 局部执政时期革命根据地的政权建设是中国共产党执政的最初尝试,而其间法制建设的尝试,表明中国共产党依法执政思想开始萌芽;党领导的各根据地创制了大量符合中国实际,能够解决革命中具体问题的法律法规,为以后在全国执政积累了宝贵经验。

| Abstract: | Regime construction of the revolutionary bases during the partial ruling period was the initial attempt of governing of the Communist Party of China.The attempt of legal system construction showed the beginning of the thought of governing in accordance with laws.Under the guidance of the Communist Party of China,the revolutionary bases made laws and regulations that tallied with the Chinese reality to solve the problems in revolution and get valuable experience for future governing. |
