俄罗斯区域发展政策的重构

十月革命后，前苏联实施以缩小地区差异为目标的区域发展政策，以均衡布局生产力为原则，对东部、北部广大地域进行大规模开发。这一政策实施代价高昂、效果不佳，产生了许多俄罗斯学术界普遍认为的负面影响。新的区域政策的构思是将生产力“收缩”，把区域发展重点从东部移向西部，这些城市化程度高的老工业区，挖掘其潜力，实现高速高效的发展。

The Rearrangement of the Russian Regional Development Policy

After the october revoution, Russia pursued a regional development policy aiming at reducing the regional distinctions and extensively developing the vast districts of the East and the North on the principle of the balanced distribution of the productive forces. The implementation of the policy ilke this demanded high costs but produced unfavourable results, therefore, among Russian academic scholars, it aroused much negative infuence. The aim of the conception of the new regional policy is to draw back the productive forces, to shift from the East to the West the focal point of the regional development and to tap the talent power of those old high-urban-level industrial areas so as to reach the high-speed and high efficient development.
