政府采购政策带动国内企业自主创新的积极性——兼述《关于实施〈国家中长期科学和技术发展规划纲要(2006—2020年)〉的若干配套政策》实施进展

政府采购是促进我国自主创新的一项重要政策o《国家中长期科学与技术发展规划纲要(2006—2020年)》(以下简称《纲要》)提出,要"实施促进自主创新的政府采购"。有关部委出台了多项实施细财和配套文件,形成了较完整的自主创新产品政府采购政策体系。地方政府也积极开展政府采购实践,较好地带动了国内企业自主创新的积极性。本文就《纲要》颁布以来,我国政府采购政策体系建设取得的进展与成效,以及领域专家提出的有关建议进行了综合报道。     

Self-rolled TiO_2 microscroll/graphene composite for electrochemical dopamine sensing

Dopamine is an important neurotransmitter,and nonenzyme electrochemical sensor of dopamine detection based on highly active material is urgently demanded.In this work,an electrochemical sensor with high sensitivity and selectivity based on self-rolled TiO_2microscroll/graphene composite was developed and validated for dopamine sensing.The device exhibited a superior performance for dopamine detection with a detection limit of 4.25×10~(-9)mol L~(-1),and in the dopamine concentration range of 0.06–90μmol L~(-1),the oxidation currents increased linearly with the concentration.The remarkable performance enhancement was mainly ascribed to the increased surface area due to the porous surface of the TiO_2nanomembrane and highly conductive graphene therein.In addition,we have demonstrated that the sensor could be effectively used on detecting dopamine concentrations in urine samples.Our work demonstrates that the current microscroll-based device is promising in the field of real-time health monitoring for future human community.     

城市治理首要应加强市民的思想道德建设——以湛江市治理交通秩序为例

交通混乱既影响城市形象,又制约经济发展。本文通过对湛江市区交通混乱现象进行深入调查研究,认为要从根本上改变这一现状,取得长效成果,除了采取行政立法、经济处罚、改善交通基础设施等治理措施外,还应着重加强市民的道德建设,提高其思想道德素质,培养市民良好的社会道德行为习惯。文章旨在为加强湛江市民道德建设,解决湛江及其它城市突出交通问题提供参考。     

基于三维点云的岩体结构面自动分类与参数计算

结构面间距是岩体稳定性和力学特性分析中的一个重要参数，在岩石力学、采矿工程、边坡监测等领域的数值计算中广泛应用.本文以岩体边坡露头为研究对象，基于非接触测量获得的三维点云数据，提出一种基于密度聚类的结构面细化分类方法；在结构面粗略分组提取的基础上，通过投影变换、散乱点拟合等算法，求得结构面间距和岩体体积节理数.设计开发了结构面细化分类及间距等参数计算与分析原型系统，实际案例分析表明，本文方法可有效实现结构面的自动细化分类，并能够计算出间距等相关参数，可为岩体质量分级和岩体稳定性分析等提供方法支撑.     

Recent advances and challenges in materials for 3D bioprinting

3D bioprinting has been developed as a promising technology in a wide variety of biomedical applications. However, the successful implementation of bioprinting is still heavily restricted by the relatively narrow range of printable and biocompatible materials. Recently, many comprehensive reviews of the main bioprinting methods, commonly used bioprinting materials and the trending bioprinting applications have been carried out. In this review, we focused on the trends in the development of materials for 3D bioprinting. The significance and recent advances of ECM-based materials, multi-material and stimuli-responsive materials for bioprinting were summarized successively. Moreover, the challenges in current studies and future perspectives of materials for 3D bioprinting were discussed.

论中小城市社区建设中的政府职能

我国中小城市社区建设尚处于起步阶段,运行机制不够健全,发展水平不高,体现出政府作用突出,社区自治权利淡化;社区居民参与不足;社区经济薄弱等特征。为此,在中小城市社区建设中,应进一步明确区(县)一级政府对城市的管理职能;建立和培育各类社会中介组织;理性区分政府对城市的行政管理与居民参与的社区自治管理;政府应提供社区公共品供给的制度保证并妥善解决社区发生的"外部性"问题。     

内燃机燃烧过程仿真后处理输入文件Ipost的研究

以系统论为理论依据，在计算机上进行试验和分析，研究了输入件的设计要求和方法。研究表明：后处理输入件要设计后处理硬件类型、图形件(*．ps)的输出模式和镜像输出条件等总则，要确定输出内容包括网格划分和性能计算结果两个大的方面，网格划分的输出可以按平面图和三维图两种类型输出。性能等高线图和矢量图可以按正平面图和斜平面图的类型输出，网格图和性能图均按仿真计算的曲轴转角(时间)输出。
