The aim of this paper is to apply a systemic methodology to analyse the concept of info-inclusion which can guide strategic actions of institutions within civil society and within several levels of government. The paper provides a plan of action that, integrated with other tools, aims at fighting the technological and social gap. We apply Soft System Methodology (SSM), because it provides a holistic approach to info-exclusion. SSM is often used to analyse and resolve problems in complex social studies such as info-exclusion. An info-exclusion reduction project, developed by a university in the country region of Sao Paulo will be provided as a case study. This project is one of the several Brazilian initiatives to solve the problem of limited access to information technology tools. We start by contextualising info-exclusion in Brazil and follow with a review of SSM. We then introduce the concept of info-inclusion and apply SSM to it. We end with a discussion of the results obtained and with some suggestions for action and possible improvements.  相似文献

The chemical composition of ground waters and stream waters is thought to be determined primarily by weathering of parent rock. In relatively young soils such as those occurring in most temperate ecosystems, dissolution of primary minerals by carbonic acid is the predominant weathering pathway that liberates Ca2+, Mg2+ and K+ and generates alkalinity in the hydrosphere. But control of water chemistry in old and highly weathered soils that have lost reservoirs of primary minerals (a common feature of many tropical soils) is less well understood. Here we present soil and water chemistry data from a 10,000-hectare watershed on highly weathered soil in the Brazilian Amazon. Streamwater cation concentrations and alkalinity are positively correlated to each other and to streamwater discharge, suggesting that cations and bicarbonate are mainly flushed from surface soil layers by rainfall rather than being the products of deep soil weathering carried by groundwater flow. These patterns contrast with the seasonal patterns widely recognized in temperate ecosystems with less strongly weathered soils. In this particular watershed, partial forest clearing and burning 30 years previously enriched the soils in cations and so may have increased the observed wet season leaching of cations. Nevertheless, annual inputs and outputs of cations from the watershed are low and nearly balanced, and thus soil cations from forest burning will remain available for forest regrowth over the next few decades. Our observations suggest that increased root and microbial respiration during the wet season generates CO2 that drives cation-bicarbonate leaching, resulting in a biologically mediated process of surface soil exchange controlling the streamwater inputs of cations and alkalinity from these highly weathered soils.  相似文献

The mammalian target of rapamycin (mTOR) complex exerts a pivotal role in protein anabolism and cell growth. Despite its importance, few studies adequately address the complexity of phosphorylation of the mTOR protein itself to enable conclusions to be drawn on the extent of kinase activation following this event. In particular, a large number of studies in the skeletal muscle biology field have measured Serine 2448 (Ser2448) phosphorylation as a proxy of mTOR kinase activity. However, the evidence to be described is that Ser2448 is not a measure of mTOR kinase activity nor is a target of AKT activity and instead has inhibitory effects on the kinase that is targeted by the downstream effector p70S6K in a negative feedback loop mechanism, which is evident when revisiting muscle research studies. It is proposed that this residue modification acts as a fine-tuning mechanism that has been gained during vertebrate evolution. In conclusion, it is recommended that Ser2448 is an inadequate measure and that preferential analysis of mTORC1 activation should focus on the downstream and effector proteins, including p70S6K and 4E-BP1, along mTOR protein partners that bind to mTOR protein to form the active complexes 1 and 2.  相似文献

The algorithms of the strength, work, modulus and percentage methods have been introduced and discussed in Part Ⅰ and Part Ⅱ of the series papers. As the following, the percentage-function calculation and the frequency-function calculation of the definition method are defined and developed in detail. Meanwhile, the Procedures to fred the tensile parameters are analysed experimentally and involve “ED” being the average values of the corresponding tensile parameters of each bundle tensile curve measured; “EC” being the tensile parameters obtained from the averaged experimental tensile curve; and “TC” being the parameters of the theoretical tensile curve according to the corresponding nominal blend ratio. The theoretical and experimental results indicate that the blend ratio estimated by the definition method from wool/polyester blended fibre bundles has a high correlation with the actual blend ratio though the variables to be known in this method are the most of all the methods and there exist the difficulty to solve fibre bundle tensile behaviour without fibre broken in accuracy and that there are high correlations between the EC and TC data and the tensile parameters should be calculated using the EC method rather than the ED method with the exception of the bundle initial modulus. The relationships between blend ratios and the tensile properties of blended fibre bundles can be used to select the optimum blend ratio of blended tops or yarns.  相似文献
