论我国宪法解释程序中的宪法专家参与制度

从目前的情况来看．我国的宪法解释工作并没有得到很好地开展．这是由多方面的原因来决定的．在这些原因当中．没有重视和健全的宪法专家参与宪法解释的制度应当说是一个很重要的因素。因此．本文就对此问题作了探讨．提出要健全我国的宪法专家参与制度．要求宪法解释机关每次在进行宪法解释之前．都必须先设立一个临时委员会…宪法专家委员会先对需要进行解释的宪法问题进行可行性研究论证．在此基础上进行解释．同时要求建立在宪法解释机关作出宪法解释之后．还要向公众提交一份做出最终决定的报告和宪法专家作出的报告，一并向公众公示的制度。     

多目标综合评价的指标体系

本文从认识论的观点论述多目标综合评价问题中目标体系的设计方法，并通过实例说明基础描述型指标体系、分析评价型指标体系和规划决策型指标体系三者的关系及其作为多目标综合评价依据时的递阶层次结构。     

Interactive Management: An Emancipatory Methodology

An erosion of the power of people and their communities to control any more than a fragment of their future continues. Educational and governmental policy decisions are, for the most part, mandated from above and/or outside the community. This paper introduces a model which reflects Freire's humanizing pedagogy. This method is a vehicle, an avenue of empowerment for people and their communities to control their own destiny and the future of their community. The model is Interactive Management (IM) and its derivative, The CogniScope System. IM is a specialized system of management using collaborative teamwork to define and resolve highly complex issues. The process includes the integration of the diversity of perceptions of the participants with regard to the given ssues, builds consensus and joint ownership of the process and/or product, and creates a collaborative action plan to accomplish the participants' goals. The principal intangible outcome of the process, however, is the reflective participation, which leads to action, and the learning that occurs among the community of stakeholders present. The process of Interactive Management (IM), enhanced through the use of the CogniScope System, is described and examples of its application by First Nation peoples are shared.

胰岛素样生长因子I(IGF-I)是一类促进细胞生长,具有胰岛素样代谢效应的因子,与运动能力密切相关。分析了近年来关于胰岛素样生长因子在运动、常氧运动、低氧运动不同应激下的变化情况的文献资料。对胰岛素样生长因子研究进展进行了阐述。对于IGF-I与低氧训练关系的研究,有助于提供低氧训练的评定指标,为低氧训练提供科学的理论指导。

《空山鸟语》是民族音乐家刘天华的代表作之一。文章通过对《空山鸟语》进行不同角度的分析，探讨这个作品在创作上的一些特点。     

带临界指数的蜕化p-Laplace方程解的存在性

在含有临界指数的p-Laplace方程，由于嵌入Hp^1.p（Ω）→L^p＊b（Ω，｜x｜^-α）不紧，如果直接运用标准变分方法去讨论其临界点的存在是比较困难的．为此，采用集中紧原理，证明了方程的非平凡解的存在性．     

The value of endoscopic ultrasonography on diagnosis and treatment of esophageal hamartoma

Objective： To examine the values of endoscopic ultrasonography （EUS） on diagnosis and treatment of esophageal hamartoma. Methods： We compared and analyzed various kinds of imaging examinations such as barium esophagram, contrast-enhanced computed tomography （CT） and conventional gastroscopy in retrospectively reviewing the clinical data of an esophageal hamartoma patient seen in our clinic in the First Affiliated Hospital, School of Medicine, Zhejiang University, Hangzhou, China. Having received various imaging examinations, this patient was finally diagnosed with esophageal hamartoma and underwent gastroscopic resection of hamartoma with the diagnostic information obtained from EUS. The patient had been regularly followed up for 13 months after treatment. Results： Barium esophagram, CT and conventional gastroscopy detected the lesion, but were unable to distinguish it from common esophagopolypus and other submucosal lesions, and unable to determine etiopathogenisis. EUS detected the hamartoma and identified its internal structure, echo, exact size, depth of invasion, origin and the relationship between adjacent tissues and organs, differentiating the lesion from other submucosal tumors and clearly defining the diagnosis. EUS-guided fine needle aspiration （FNA） also helped to identify the etiological diagnosis. Conclusion： EUS was superior to other imaging means in diagnosis and treatment of hamartoma.     

谈少数民族班《工程制图》教法探讨与实践

文章论述了少数民族班级《工程制图》课程的教学现状及教学改革的必要性。笔者结合切身的教学体会，根据多年从事少数民族班级《工程制图》的教学经验和少数民族学生的特点，从教学体系、教学内容、教学方法等方面探讨了该课程的改革与实践。     

北斗三号B1频点卫星导航信号的调制复用及实际接收性能

导航信号结构是卫星导航系统的核心技术之一,也是我国北斗三号卫星导航系统独立建设、自主运行的标志.本文分析了北斗三号B1频点卫星导航信号设计的需求与挑战,详细介绍了为满足北斗三号新一代导航信号性能提升、多样化接收以及与其他导航系统兼容与互操作等方面的迫切需求,我们为北斗三号主用信号B1C提出了一种新型的正交复用二进制载波偏移(Quadrature Multiplexed Binary Offset Carrier,QMBOC)调制技术,以及为解决北斗三号B1频点新旧两代和军民两类导航信号并存的重大技术难题,提出了一种通用的多频多分量导航信号恒包络复用(CEMIC)技术,并通过对北斗三号组网卫星实际播发的信号接收处理与分析,验证了新一代B1频点信号的先进性能.QMBOC调制和CEMIC复用构成了北斗三号B1信号的核心结构,在很大程度上决定了信号的时频域特性、接收性能及发射效率,目前已经部署在北斗三号所有的组网卫星上并开始向全球提供服务,成为北斗三号赶超世界先进水平的重要特征.
