An informational perspective of semantic cognition process

Information theory （IT） is the derivation and foundation of information science, and has become one of the most mature, complete and systematic components in information and communication fields within these years. This article extends classic IT from the traditional form aspect to the semantic aspect and gives an informational perspective of semantic cognition process （SCP）, which is motivated by the stringent requirements of information predigestion and machine cognition in cognitive wireless networks. To begin with, we establish three key viewpoints on semantic, which are semantic objectivity, semantic conditional uniformity and semantic dependency, as the basis and premise of this article. Next, we establish a comprehensive theoretical framework of SCP in terms of the natural connotation, the three-layer framework and the mathematical model of SCP. Then we give a couple of primary theorems of SCP as well as their practical instructions. Furthermore, the research challenges ahead are presented in this article.     

Information-based reduced reference image quality assessment incorporating non-tensor product wavelet filter banks

To achieve the better performance of image quality assessment, this paper develops an information-based scheme. First, visual maps that contain visual information are extracted by non-tensor product wavelet filter banks at different scales. Subsequently, to model visual difference （VD） caused by image degradations, the variation of information entropy between distorted and reference images is employed. Then the final visual quality is calculated with the VDs at each scale. In experiments, evaluation results show that it performs very well in terms of high accuracy of image quality measurement as well as low data rate.     

信息技术设备购置决策阶段技术经济浅析

信息技术设备是构成企业生产力的重要因素.很多企业由于在购置决策这一阶段对信息技术设备的技术和经济方面分析不足,造成新购设备不能投入使用,给企业造成了严重的经济损失.基于此采用了技术经济学设备管理的相关理论,首先阐述了对信息技术设备在购置阶段进行技术经济分析的重要性;其次建立信息技术设备购置决策分析的数学模型;最后采用该模型对贵州省六盘水市邮政综合网语音通信设备购置决策进行了技术经济分析.     

嵌入式Linux在信息家电中的应用研究

介绍了信息家电和嵌入式操作系统的特点,给出了信息家电接入Internet的家庭网络结构,分析并比较了国内外主要的嵌入式操作系统。文章从稳定性、可移植性、网络功能及对硬件的支持等方面,分析了嵌入式Linux在信息家电应用的优势,并给出了嵌入式Linux为满足信息家电的要求在实时性改进的3种方案。     

县域土地利用总体规划与耕地保护研究——以江阴市为例

在我国的新一轮土地利用总体规划编制中,耕地保护是规划的基本目标和重要指导思想．以经济发达、人地矛盾突出的江阴市为例,对县域土地利用总体规划与耕地保护的关系作了初步研究．作者认为：县域土地利用总体规划对县域耕地保护的影响主要体现在该规划的科学编制、土地用途管制、耕地总量动态平衡和规划的动态实施过程中：规划要在“切实保护耕地”思想的指导下调整县域土地利用结构,以“占补挂钩”思路进行土地整理与土地复垦开发,保证县域耕地总量动态平衡有余;要在划分土地利用分区的基础上对土地利用实行用途管制,并建立土地利用总体规划管理信息系统,以利规划的动态实施,促进县域土地利用乃至县域社会、经济、环境的可持续发展     

基于粗集的不完备信息系统的粗糙分类和属性约简

针对不完备信息系统(含有缺省数据或不精确数据),研究它的粗糙分类;并基于相容关系,将分布约简、最大分布约简、分配约简、近似约简引入不完备信息系统;且给出了最大分布约简的一种启发式算法:条件信息量约简算法。经实验检验,该算法是有效的。     

基于Web的校园网集成系统开发：——兼论CVES的分析与设计

简单介绍了建立校园网时网络系统造型和信息系统实现的方法,并利用利用Ｗｅｂ来建立学校信息系统。信息系统由客户、Ｗｅｂ服务器和数据库服务器组成。通过ＳＱＬ查询语言,用户可以获得一致的图形化界面。以中国职业教育校园网集成系统（ＣＶＥＳ）的分析与设计作为实例进行说明,讨论校园网建设的新方法。
