响鼓重槌再出发

最近,湖南省安委办通报全省安全生产专项整治集中攻坚成果。自国务院安委会部署开展安全生产专项整治三年行动以来,全省各级坚持“人民至上,生命至上”理念,紧紧咬定工作目标,加强组织领导,强化制度措施,狠抓贯彻落实,专项整治集中攻坚取得明显成效,2021年湖南实现自1967年有完整统计数据以来首次年度重特大事故零发生。     

浅论统计质量问题

统计是了解国情、国力的重要手段,是党和国家制定政策、编制计划、指导工作的重要依据。但随着社会主义市场经济的不断发展,统计失实的的现象日渐严重。统计虽然"入世"了,但不论是与社会各界对统计信息的需求相比,还是对统计核算和统计数据公布的国际准则的运作要求相比,我国的统计数据质量目前都还有一定差距。统计要发挥作用,关键是统计数据必须准确。     

基于 DMSP/OLS 数据的城市扩张研究

为研究太原市城市扩张动态变化,采用 DMSP/OLS(Defence Meteorological Satelite Program/Oprational Linescan System)夜间灯光数据结合统计数据法提取城市建成区,提出加权重心转移法提取城市重心,并从用地扩 张时空特征、城市扩张类型、基于灯光强度的城市重心迁移几个方面展开研究。结果表明,太原市城市建成区持 续扩张,且城市重心不断向南移动。1992 ～2002 年,太原市主要扩张走势为向西以及西南方向扩张,为填充增强 主导扩张类型; 2002 ～2012 年扩张强度尤其明显,主要扩张走势为正南、东南方向扩张,为外延主导扩张类型。

Reliability index algorithm of a sub-domain interconnection large communication network

The normalized weighted capacity reliability index of a sub-domain interconnection large scale communication network is defined and a new algorithm to calculate the reliability index is proposed.The proposed algorithm can be performed using logical or algebraic operation by means of computer-aided programming and the correctness of each key step is validated in detail.This paper takes the sub-domain interconnection symmetrical topological network for a typical example to calculate the network reliability index and verifies the correctness of the proposed algorithm using the real measured statistical data,The real measured results are well in accordance with the results obtained by the proposed algorithm.The result shows that the proposed algorithm is a valid means to estimate the reliability index of a sub-domain interconnection large-scale communication network.     

Acquiring synonymous attribute phrases for named entities via online encyclopedia

In this work,an approach is proposed to acquire synonymous attribute phrases of named entities （NEs） from an online encyclopedia.Synonymous attribute phrases are the phrases that express the same attribute with different surface forms for a class of NEs.Specifically,the proposed approach is composed of three stages.Firstly,the entries related to a given NE class are automatically selected from an online encyclopedia.Secondly,attribute phrases are extracted based on the statistics of phrase frequency.Thirdly,synonymous attributes are identified in a pairwise manner through a classification framework combining multiple features.The proposed approach is applied on Baidu Baike,a Chinese online encyclopedia,for four different NE classes.Experimental results show that the approach obtains an average precision of 74％ and an average F-value of 65％ for the four NE classes.In particular,thousands of synonymous attribute phrase pairs are acquired for each class,which demonstrates the effectiveness of the proposed approach.     

选择船舶营运组织方式的Logit模型及应用研究

选择合适的船舶营运组织方式需要考虑的因素很多,而且其评价信息具有模糊性.提出利用Logit模型对船舶营运组织方式进行选择的思路和方法,采用基于可能-满意度方法的效用函数值代替传统的用多元线性回归求解的特征函数值,并利用四级航道的各种船舶营运组织方式的实际统计数据与Logit模型计算结果相比较,确定该模型的实用性,得到了较好的结论.
