加快财政改革 推行国库集中支付制度

论述了我国推行国库集中支付制度的意义。从深化部门预算改革，建立健全相关的法律和法规，建立财政管理信息软件系统。建立健全监督约束机制，大力推进政府采购制度，加强对财政国库管理制度改革的领导等方面，提出了加快财政改革，推行国库集中支付制度的对策。     

基于SET协议的档案有偿利用支付系统

借鉴电子商务支付系统的相关知识，从SET协议的角度切入，探讨了档案开发利用中有偿利用支付系统的有关问题，分析了基于SET协议的档案有偿利用支付系统的构成要素及其各部分的功能，简述了该系统的支付流程，在此基础上，总结了基于SET协议的档案有偿利用支付系统的特征。     

一类通货膨胀下变质商品的最优补充决策

研究了通货膨胀下允许延期支付的变质率和需求率均为非常数的商品库存模型。分析了满足上述条件的4种不同情形下的变质商品总库存成本函数,提出了变质商品的最优库存补充决策。通过算例对理论结果作了说明,并分别就最小订购量、延期期限、订购费用和通货膨胀率对最优解作了灵敏度分析。     

Fair Electronic Payment Scheme Based on DSA

We present a multi-signature scheme based on DSA and describes a fair electronic payment scheme based on improved DSA signatures. The scheme makes both sides in equal positions during the course of electronic transaction, A Trusted Third Party (TTP) is involved in the scheme to guarantee the fairness of the scheme for both sides. However, only during the course of registration and dispute resolution will TTP be needed. TTP is not needed during the normal payment stage.

Introduction to game theory

The basic ideas of game theory were originated from the problems of maximum and minimum given by J. von Neumann in 1928. Later, wars accelerated the study of game theory, there are many developments that contributed to the advancement of game theory, many problems of optimum appeared in economic development process. Scientists applied mathematic methods to studying game theory to make the theory more profound and perfect. The axiomatic structure of game theory was nearly complete in 1944. The path of the development of game theory started from finite to infinite, from two players to many players, from expressing gains with quantity to showing the ending of game theory with abstract result, and from certainty problems to random problems, Thus development of game theory is closely related to the economic development. In recent years, the research on the non-differentiability of Shapley value posed by Belgian Mertens is one of the advanced studies in game theory.     

An Efficient Fair Electronic Cash System

In this paper, an efficient fair e-cash system is presented. Based on the improved Brands‘ ecash scheme, it is expanded by adding two roles, government and judges. The user can keep unconditionally anonymous in normal transactions. Authorized by the judges, the government can remove the identity of an illegal user with the help of the bank. So such misuse as blackmailing or money laundering can be prevented. Therefore, this scheme is more efficient, more suitable for adopting pre-processing and post-processing and more practical. In the paper, the details of the scheme are described, its sccuritv is oroved, and its efficiency is analyzed.     

供应链中的道德风险问题

研究了道德风险环境下供应链的质量投资决策问题,在B.Stanley所建立的供应商和购买商签约模型基础上,把供应商作为委托人和购买商作为代理人,同时考虑供应商和购买商收益的个人理性约束条件,建立了道德风险环境下供应链的质量投资决策模型,并进行了优化求解·最后,结合农机公司某种零件加工的道德风险问题进行了仿真计算·结果表明,在道德风险环境下购买商的质量评价投资水平和加工水平及供应商的生产投资水平都偏离了对称信息下的决策结果,其原因在于供应商的内部质量保证支付和外部质量保证支付不同·     

半值和最小平方值的人均公式及其相互关系

证明了半值和最小平方值的人均公式,与早期从Shapley值的平均种数公式发展而得到的算法相似,这些公式允许用一种算法来进行计算.同时发现最小平方值是一种通过对给定对策的赎买得到的对策的沙普利值,并且用算法证明了Ruiz/Valenciano/Zarzuelo所提出的定理中一个半值的效率正常化是一个最小平方值.     

我国政府间转移支付制度改革的现实选择

基于我国现行转移支付制度中存在的问题,分别从转移支付制度的实施目的、转移支付实行的方式以及法律的角度来研究我国政府间转移支付制度的完善。
