从传统廉政文化渊源谈为政之德

“廉”作为对为政道德的基本规定而具有其伦理价值的合理性。作为一种道德活动,“廉”已存在于原始社会末期;作为一种为政文化意识的觉醒,“廉”德发端于西周时期,周初“六廉”的提出,是这种廉政文化意识觉醒的标志。春秋战国时期各派思想家对“廉”作出了不同侧重的发挥。传统廉政文化在中国封建社会得到了广泛继承和弘扬。廉政,一直是中国共产党人不懈努力的价值追求。为政之德,以廉为本。这是中国共产党加强执政能力建设、保持共产党员先进性的根本所在。

Different from traditional tax audit, supervision with self-audit is a combination of audit by the taxpayer himself and audit by the tax authority. This paper mainly studies a taxpayer’s optimal policy of tax evasion under supervision with self-audit and its related properties, in order to deduce some effective suggestions and theoretical bases to restrain tax evasion. Assuming that only a certain proportion of evaded tax can be discovered when the audit is executed, the authors first formulate a static model with self-audit. This model is divided into two stages. At the first stage, taxpayers declare their taxes, then the tax authority chooses audit objects, based on a known probability, and announces the result; if the taxpayer is chosen, he will enter the second stage, during which he has a chance to pay the evaded tax and the corresponding late fees and then is audited by the tax authority. The authors show the existence and uniqueness of the optimal amount of tax evasion at the first stage and the optimal proportion to self-expose at the second stage. The authors also discuss the related properties of the interior solution, and do elasticity analyses on some parameters. Besides, the authors extend the static model into the corresponding two-period model, and study the existence and uniqueness of the solution of the extended model. Finally, under the assumption that tax evasion can only be discovered with a certain probability when the audit is executed, the authors formulate another static model with self-audit and investigate its properties. 从日本人的“ラち”、“そと”意识角度出发，通过对川端康成、志贺直哉的几部小说进行分析统计，探讨日语在描写过去的事件中，插入“内时态‘る’形”的条件和原因。分析发现当作者为了使作品更生动，或是作者与作品中人物产生“同感”时，或是表达作者的主观思想、评论时，往往发生时态的转换。

清末民初"废庙兴学"的历史人类学考察

清末民初,伴随着中国文化及乡村教育现代化的步伐,中国乡村社会曾兴起一股"废庙兴学"之风。其最初只是一种有知之士个人在民间的自发行为;清末新政将其作为教育改革的重要内容,在全国广泛推行(实际上只是部分地区执行);民国初年,"废庙兴学"进入了一个高潮期,对推进乡村教育发挥了一定作用,但遇到了宗教文化和乡村传统势力等重重阻力。"废庙兴学"是一个多面体,它既有促进国民教育、提高民众教育程度的积极作用,又扩大了我国民间宗教文化自身的影响,加强了宗教文化的发展与壮大;也可能成为激化民众社会矛盾、危害国民教育的有效实施,其消极影响不可低估。
