广西省开展为期两年的水上运输和渔业船舶安全风险防控工作活动

为认真贯彻落实习近平总书记关于安全生产的重要指示精神,切实加强水上运输和渔业船舶安全风险防控工作,狠抓水上运输和渔业船舶安全管理责任落实,确保水上交通安全持续稳定向好,按照国务院安委会《关于加强水上运输和渔业船舶安全风险防控工作的意见》部署要求,经广西壮族自治区人民政府同意,自治区安委会决定自2021年2月至2022年...     

基于Venn方法与ArgGis的水上交通安全隐患点风险等级初步研究

为了了解湖南省水上交通安全风险隐患点分布状况及风险等级,项目组奔赴水运管理局与气象局,开展座谈、填写调查表、实地考察及采访船主等多种方式的调研活动,采取Venn方法与ArgGIS技术方法研究。结果表明:湖南省水上交通安全风险隐患点共387个,其中高风险安全隐患点43个,其他为较高风险安全隐患点,并研制了湖南省水上交通安全风险隐患点空间分布图。该研究成果对湖南省水上航道气象监测站点的建设、全省水上交通安全管理对策的制定可提供参考依据。首次采取该研究方法,对全国水上交通安全隐患点风险等级研究的同行们具有较高的借鉴意义。     

中国沿海海事高风险水域辨识及评价

为评价中国沿海水上交通系统安全状况,辨识高风险水域,采用事故绝对指标和相对指标,通过标准化计算处理,建立水上交通安全综合指数模型.对近5年沿海海事辖区水域水上交通安全指标进行计算,获得绝对安全综合指数、相对安全综合指数及安全综合指数数据.对该三类指数值的综合分析评分认为,高风险水域为海、河交汇海事辖区水域,较高风险水域为海峡型水域.该结论可为加强重点水域海事监管及为"十二五"期间的海事、救助规划提供决策依据.     

高速公路交通安全风险评价与敏感性分析

为预防并减少交通事故发生,将"事后惩治"转变为"事前预防",构建了包括转向性能、交通条件等16个影响因素的高速公路交通安全风险评价指标体系,提出了AHP-TOPSIS-RSR法的高速公路交通安全风险评价方法,该方法基于系统分析及嫁接的思想,利用AHP法建立评价矩阵,通过引入熵权的TOPSIS法计算出交通安全风险综合评价指标值与理想值相对接近度值,结合RSR法,根据风险等级的分档标准,对相对接近度值进行分档。基于正交试验法提出高速公路交通安全敏感性分析模型,并计算各因素敏感度值,根据其排序确定主要敏感风险指标,并以福建永武(永安-武平)高速公路为例对该方法进行验证。研究结果表明:永武高速公路交通安全风险等级为Ⅰ级-巨警,风险等级高;疲劳/无证驾驶、车辆超速、线形条件、交通条件、不良天气、救援机制的风险指标敏感度分别达到:0.472 1、0.508 8、0.759 8、0.814 2、0.529 6、0.468 5,属于安全敏感风险指标,基本反映了永武高速公路的交通安全实际状况。     

基于水上交通安全事故基础数据的模式发现

对国内近海港区及长江通航水域发生的水上交通事故进行原始数据收集、整理、统计和分析,获取保障水上交通安全规划的基础数据,建立开发水上交通安全事故基础数据库系统.在此基础上,将数据挖掘技术应用到水上交通安全事故基础数据库.结果表明,将关联规则算法应用在水上交通安全领域有助于发现大量事故背后隐藏的信息和事故模式,更加深入地认识水上交通数据本身的成因和趋势,为有关部门提供定性和定量相结合的决策依据.     

怀化:出台《乡(镇)村交通安全监管管理办法》

为进一步理顺全市乡(镇)村道路、水上交通安全监督管理体制,构建“县管、乡包、村落实”的安全监督管理长效机制,有效遏制交通安全事故的发生,怀化市人民政府近日出台《怀化市乡(镇)村交通安全监管管理办法》。     

基于模糊逻辑方法的多船会遇安全态势评估

为了提高水上交通安全,减少船舶碰撞风险,基于模糊逻辑理论提出一种多船会遇安全态势感知评估方法。首先,基于船舶自动识别系统数据判断船舶会遇等典型交通场景下船舶避让优先级;然后,利用船舶相对距离、航速、船速比(本船与他船的航速比值)和相对方位(本船与他船的航向比值)等因素建立模糊评价规则,利用模糊综合评价法量化会遇态势下船舶的碰撞危险程度;最后,基于给定的风险阈值给出船舶航行安全风险预警。基于AIS数据对上海洋山深水港水域附近的多船交叉会遇和多船对遇局面进行仿真实验,实验结果表明所提出的方法能有效评估不同交通态势下船舶安全风险程度,可为智能船舶智能航行决策和安全预警提供数据支撑。     

运砂船变身“潜水艇”之忧

今年1—5月,岳阳市辖区运砂船事故频发,死亡、失踪5人,水上交通安全形势严峻。6月16日,省安委办对该市采砂运砂重大水上安全隐患进行挂牌督办。近日,本刊记者跟随省安委办会同省水上交通安全整治办公室组成的暗访组,对这里的运砂船超载情况进行暗访调查。就暗访情况来看,因为运砂船在装载环节超载现象难以根治,反复大量的超载行为使得水上监管难度加大,岳阳市水上交通安全形势仍让人捏把汗。     

基于R聚类和变异系数的原油水上过驳风险评价指标体系

为保障原油锚地水上过驳作业的安全,及时发现作业过程中存在的风险,在文献检索、专家访谈和实地调研的基础上,确定初步的原油水上过驳风险评价指标.设计、发放调查问卷,对返回问卷获得的数据应用聚类分析和变异系数分析相结合的方法,对所确定的初步指标进行筛选,并根据专家对指标筛选结果的反馈意见,完善原油水上过驳风险评价指标体系.以钦州港为例进行实证分析.结果表明,构建的原油水上过驳风险评价指标体系是可靠的.研究成果既可为原油水上过驳风险评价等相关理论研究提供参考,也可为原油水上过驳作业安全的相关决策提供依据.     

关于水上交通安全评价的研究

水上交通安全状况评价是一项涉及到技术、组织、管理等方面的综合性工作。当今水上交通系统互联情况变得异常复杂、对系统依赖程度大为提高、管理的比重增大，安全评价得到了更多人的重视。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
