企业应急物资储备完善度评价

为有效提高企业应对各类突发事件的能力,完善企业应急物资储备,开展企业应急物资储备完善度评价研究,对丰富突发事件应急管理理论具有重要意义。本文基于模糊层次综合评价法(FAHP)及Credal网络,选取应急物资数量、应急物资类别、应急物资质量、应急物资联动、应急物资操作培训、应急物资操作人员等6个应急物资储备完善度评价指标,构建一种新的应急物资储备完善度评价模型——SEI模型,并以S公司为对象,将该模型应用于企业应急物资储备完善度评估。结果表明,该模型能够较好的评估企业应急物资储备完善度,揭示企业应急物资储备存在的薄弱环节,确定应急物资储备完善度等级,评估结果可靠;针对S公司应急物资储备存在的不足,提出了应急物资储备完善方案。     

电力应急物资分类储备管理研究

提高电力企业对应急事件快速反应和抗风险能力,更安全可靠地为国民经济服务,这是电力企业当前迫切需要解决的问题。但是由于电力应急物资的品种繁多,价格不尽相同,库存数量参差不齐等现状给电力应急物资管理带来了新的挑战。文章首先介绍了电力应急物资管理的重要意义以及电力应急物资类型和应急物资储备方式。同时,重点介绍了电力应急物资分类储备的方法,对电力应急物资进行分类管理,提高电力应急物资库存管理水平。     

环境应急物资储备管理现状、问题与对策研究——以湖南省为例

分析了湖南省环境应急物资储备管理的现状,认为尚存在专项环境应急物资储备欠缺、信息共享机制不完备、储备底数统计不充分、环境应急物资调用机制不完善、环境应急物资储备管理能力有待提升、环境应急物资使用能力不足等问题,并对其原因进行了剖析,提出了提升湖南省环境应急物资储备管理能力的对策建议.     

突发公共事件应急物资合同储备企业评价及选择

针对我国应急物资储备存在的问题,以供应链中二级库存模型为理论基础,提出以政府应急物资储备为主,将时效性较强的应急物资通过契约形式委托合适的企业进行合同储备,并初步通过时间T和成本C的评价,来对合同储备企业进行科学地评价及选择。     

混合储备模式下洪涝灾害应急物资配置结构优化

为了提升洪涝灾害应急响应能力,提出应急物资三主体混合储备模式,根据三主体供应特点和物资需求条件,构建了以最小政府成本和最低灾害损失为目标,以保障能力、政府成本及企业利润为约束的洪涝灾害应急物资配置模型,并通过模型的求解及简化,确定了不同储备模式的适用范围。在对以块石为代表的洪涝灾害应急物资算例计算的基础上,分析比较了不同储备模式下的最优配置结构,并针对与政府决策相关的重要参数进行了敏感度分析,结果表明,对于以块石为代表的洪涝灾害应急物资,建议采用以政府直接储备为主、委托企业储备为辅、社会力量代为储备为补充的储备模式,物资的现货市场采购成本会影响物资储备总量,政府储备库采购储备成本、企业期权价格会影响物资配置结构。

This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.

Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
