浅谈中小企业信用担保体系存在的问题及对策

本文对中小企业信用担保体系中存在的问题进行了剖析,提出了完善和规范中小企业信用担保体系的运行机制、深化中小企业信用担保机构的内部管理、建立担保资金的补充制度、加强中小企业信用制度建设等建议。     

合肥市科技信用体系建设探析

通过介绍合肥市科技信用体系建设的情况,研究发现合肥市科技信用存在评估评审资料失信、项目任务合同执行过程失信、项目评审及鉴定过程失信等问题,并在借鉴国外发达国家科技信用制度建设和模式的基础上,从而提出健全科技信用体系法规建设、加强政府自身的信用制度建设、完善科技信用管理机制等对策建议。

当前社会信用体系建设的几个着力点：应该在诚信宣传教育的基础上，加大信用制度建设的力度；在政府信用建设的基础上，加大信用服务业市场化发展的力度；在信用信息公开的基础上，加大联合征信和数据库建设的力度；在制定信用标准的基础上，加大信用监管和奖惩的力度。     

中小企业信用担保体系的探讨

中小企业的发展和生存,离不开资金,而从银行贷款又需要信用担保。20世纪90年代以来,我国各地迅速涌现各有特色的中小企业信用担保机构,创造了一定效益,但由于多种原因,也制约着其本身的进一步发展。究其原因,主要是我国信用担保体系建设尚不完善,还存在许多的问题。本文在阐述我国中小企业信用担保体系现状和存在的问题的基础上,提出了完善我国中小企业信用担保体系建设措施。

我国中小企业信用担保体系的建设已有十余年的时间,并初步形成“一体两翼四层”的布局格式.中小企业信用担保体系的建立为推动我国中小企业的发展,起到了很大的作用.然而,我国信用担保体系仍处在初级阶段,信用担保体系仍不健全,有很多问题亟待解决.通过对我国信用担保体系的发展现状进行分析,剖析了我国信用担保体系所存在的问题,提出了完善我国中小企业信用担保体系的对策.     

科技型中小企业信用评估模式初探

<中华人民共和国中小企业促进法>明确提出要鼓励信用担保事业发展、推进中小企业信用制度建设、建立信用信息征集与评价体系.作为中小企业的重要部分,科技型中小企业已逐步成为我国信用担保机构的主要扶持对象.本文通过分析科技型中小企业的特点,探索了科技型中小企业信用评估的方法,并初步建立起相应的评估指标体系.     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
