Extension strategy-tactics-planning (ESTP), based upon the science of Extenics, is established for the purpose of solving contradictory problems. In this paper, the fundamental thoughts, theories and methods of ESTP are introduced concisely. The highlights of ESTP are that the techniques, used in the case of tackling such problems as how to generate the ideas of strategy-tactics-planning, how to completely analyze the resources, how to exploit extension resources, how to transfer the incompatible into the compati-ble, and how to transfer the opposite into the co-existent, are developed in a formalized way. And regarding the practices of ESTP, the applications of ESTP in resource integration, project, market development, and the prevention and handling crises are presented.  相似文献

Simulated annealing (SA) algorithm is a heuristic algorithm, proposed one approximation algorithm of solving optimization combinatorial problems inspired by objects in the annealing process of heating crunch. The al- gorithm is superior to the traditional greedy algorithm, which avoids falling into local optimum and reaches global optimum. There are often some problems to find the shortest path, etc in the logistics and distribution network, and we need optimization for logistics and distribution path in order to achieve the shortest, best, most economi- cal, and so on. The paper uses an example of SA algorithm validation to verify it, and the method is proved to be feasible.  相似文献

Assessing the meridional atmosphere and ocean energy transport is one of the most classical problems in climate research.The meridional energy transport plays a critical role in maintaining the equilibrium of the earth system.Although the principle to calculate the meridional energy transport is simple,many fundamental questions remain unsolved.For example,what are the intrinsic mechanisms to maintain the hemispherically antisymmetric structure in the total energy transport? How on earth does the meridional energy transport partition between the atmosphere and ocean and,is there really a so-called "Bjerknes compensation" relationship between them? This relationship would provide us deep insight into the coupling mechanisms between the ocean and atmosphere in global scale.In this review we try to come out some important problems that are deserved in-depth investigations in current climate studies.  相似文献

Lagrangian support vector machine (LSVM) cannot solve large problems for nonlinear kernel classifiers. In order to extend the LSVM to solve very large problems, an extended Lagrangian support vector machine (ELSVM) for classifications based on LSVM and SVMlight is presented in this paper. Our idea for the ELSVM is to divide a large quadratic programming problem into a series of subproblems with small size and to solve them via LSVM. Since the LSVM can solve small and medium problems for nonlinear kernel classifiers, the proposed ELSVM can be used to handle large problems very efficiently. Numerical experiments on different types of problems are performed to demonstrate the high efficiency of the ELSVM.  相似文献

Reservoir regulation process in the Yangtze River basin is mainly divided into two types of flood regulation and initiating benefit regulation. The present reservoir management system and operation mode are mainly for dealing with or coordinating of flood control and benefit initiation as well as benefit distribution among various beneficial functions. From the view point of river ecosystem protection, the current regulation mode has two kinds of problems : firstly, most of the reservoir regulation plans do not consider ecosystem protection at downstream of dams and needs of environment protection in reservoir areas; secondly, integrated regulation or management of water resources is ignored. It is very necessary to improve reservoir regulation mode, bearing problems faced by regulation of the Three Gorges reservoir and issues related to cascade development and regulation in Tuojiang and Minjiang River basins in mind. In accordance with the concept of scientific development, and the philosophy of "ensuring a healthy Yangtze River and promoting the harmony between human and water", taking flood control, benefit initiation and eco-system as a whole, this paper put forward the basic consideration to improve reservoir regulation as follows : on the basis of requirements of ecosystem protection at downstream of dams and needs of environment protection in reservoir areas, we should bring the functions of reservoir such as flood control and benefit initiation into full play, control the negative influence to the ecosystem at downstream of dams and the environment in reservoir areas in an endurable scope, and restore the ecosystem and the environment step by step. This paper put forward the relevant regulation process aiming at the idiographic problems such as protection of ecosystem at downstream of dams and environment in reservoir areas, protection of aquatic wildlife species and fish species, regulation of sediment and protection of wetland.  相似文献

非传统安全的特质决定了各国在该领域的关系不同于传统安全的"囚徒困境"模式,而是一种合作型的"保证博弈";从非传统安全对地区内国家合作的影响程度看,可分为危机型和危害型。东亚的非传统安全合作可分为两个阶段,亚洲金融风暴以及随后一系列危机的爆发促使该领域的合作在地区层面展开;通过对非传统安全因素促进地区合作的多层面分析,不难得出,非传统安全问题将在广泛领域推动东亚合作,而不仅仅局限在非传统安全领域。  相似文献

对于整体目标函数关于下级各部门不具有可分形式的两级资源分配问题,笔者证明了下级各部门合作决策比独立决策效果更好.寻优方法为:把原问题嵌入到对应的多目标优化问题中,对于上级给定的权系数,下级各部门用原始—对偶法独立求解,再把结果送回上级以便更新权系数,这样,通过上、下级不断的交换信息最终可求得原问题的全局最优解.对于递阶系统优化理论和资源分配这一经济学实践均有参考价值  相似文献
