人事部门如何为民营企业做好服务

近年来,随着招商引资的强劲推动和全民创业高潮的兴起,民营企业得到了较快发展。但通过对民营企业的人才现状和需求情况的调查结果显示,民营企业人才总量少,其中专业技术人才仅占全市专业技术人才总量的15%左右,现在不仅急需大量的专业技术人才,还需要相当数量的经营管理及技能人才,尤其是高层次人才,     

宁夏城镇化过程中水资源的利用分析

基于宁夏自治区2000—2012年城市化、三次产业发展及用水结构等统计数据,首先定量分析宁夏用水结构的演化规律,包括用水结构的总体变化过程和年变化率,其次定量比较和分析宁夏城市化水平与用水总量、用水效益、产业结构以及用水结构的演化过程,并模拟城市化水平与用水总量、用水效益、产业结构和用水结构之间的定量关系.结果显示:1宁夏的用水类型仍主要为农业用水,比重较大,一直维持在90%以上,而工业用水和生活用水的比重呈明显增长趋势.2宁夏城市化水平逐年提高,用水效益不断加强,城市化水平与用水效益之间呈线性增长关系.3宁夏用水总量略有波动但呈现下降的趋势,城市化水平与用水总量之间对数增长关系不明显,水资源对城市化进程存在一定的约束作用.今后需要进一步加快产业结构的优化升级,着力提高用水效益,不断提高灌溉水利用效率,普及滴灌等节水技术,种植抗旱作物,控制农业用水;加大污水农作力度,把工业与城市生产生活污水集中净化处理,二次用于农业灌溉或补给地下水,促进城市化发展,实现城市化水平高、用水总量低、用水效益高的高水平协调状态.     

浅谈林业企业人才资源管理

林业企业要发展。必须要积极地吸引人才．开发人才和留住人才。但是，由于历史原因和林业企业发展的局限性，人才管理体制，人才管理理念、方法乃至体制仍需改进。刚刚出台的《全国林业人才发展“十二五”规划》确定“十二五”林业人才发展目标是：到2015年，林业系统人才队伍总量增长到90．5万，其中，专业技术人才达到40．5万，高技能人才达到20．5万。本科以上学历的人才达到31．3万，占整个人才队伍的34．6％，高级职称人才达到3．8万，占专业技术人才队伍的9．4％。这给林业企业指明了方向。

西安的专业技术人才队伍总量进一步增加,西安专业技术职称结构比例基本合理,呈现出下多、中足、上少的"金字塔职称结构"。西安专业技术人才队伍的年龄结构呈现出年轻化的特征。西安专业技术人才队伍的专业门类齐全,覆盖全面。西安市"四区两基地"的"人才高地"是今后经济和社会发展具有"倍增效应"的"人才核能源"。现存问题是,高级职称和硕士以上学位的高精尖人才太少;专业技术人员短缺,总量不足,特别是新兴产业和新兴专业人才较少。专业技术人员结构在部分区县和职能部门不太合理;专业技术人员的专业配置不均匀,西安农村专业技术人才十分紧缺;西安的专业技术人员缺乏激励机制。我们应该树立以人力资本为核心、以物质资本为支撑的社会总资本理念。多管齐下尽快完善西安专业技术人才的引进机制。尽快完善西安专业技术人才的培养机制,西安应该制定专业技术人员培养和开发发展战略。尽快完善西安专业技术人才的使用机制,不求所有,但求所用。尽快完善西安专业技术人才的评价机制,西安应该专题研究建立公开、公平、公正的专业技术评价机制。尽快完善西安专业技术人才的激励机制,西安应该加大对专业技术人员培养和奖励的财政投入力度。

通过对宁夏高校体育教育专业毕业生社会适应能力的分析,探讨了面向21世纪的社会体育人才需求,提出了培养具有较宽厚的现代科学基础理论知识、良好的科学素养和较强的社会适应能力的新型社会体育人才的培养目标和强化本专业学生社会适应力的若干建议．

黄河宁夏段COD及氨氮污染动态分布模拟探讨

通过对近10年来黄河宁夏段污染源的统计和分析,选择在最不利的水文条件下,利用一维和二维水质模型对COD及氨氮污染动态分布进行了模拟,结果发现,用一维水质模型模拟黄河宁夏段COD及氨氮的沿程浓度与实际监测值有较好的一致性．同时探讨了模型的降解系数、边界条件及黄河宁夏段COD和氨氮的沿程浓度的动态变化．     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
