Integrating complex system dynamics of pandemic influenza with a multi-criteria decision making model for evaluating public health strategies

Recent developments in computational sciences and computer modeling have allowed emergency preparedness exercises to include simulation models as supporting tools.These simulation models are generally built for predicting temporal and geographic patterns of disease spread.However sole use of simulation models in exercise design falls short in terms of incorporating policy decision makers’ preferences into decision-making processes.In this paper,a general framework for exercising public health preparedness plans with a decision support system is presented to integrate estimation of key epidemiological parameters with a system dynamics model of an outbreak.A multi-criteria decision making framework,an Analytical Hierarchy Process model,is then developed and integrated with the simulation model to help public health policy makers prioritize their response goals and evaluate mitigation strategies in a table-top exercise environment.     

Study on the System Design of Multiple Expert Systems Integrated Decision Support System

There has been an increasing interest in integrating decision support systems (DSS) and expert systems (ES) to provide decision makers a more accessible, productive and domain-independent information and computing environment. This paper is aimed at designing a multiple expert systems integrated decision support system (MESIDSS) to enhance decision makers' ability in more complex cases. The basic framework, management system of multiple ESs, and functions of MESIDSS are presented. The applications of MESIDSS in large-scale decision making processes are discussed from the following aspects of problem decomposing, dynamic combination of multiple ESs, link of multiple bases and decision coordinating. Finally, a summary and some ideas for the future are presented.

基于作者近年研制我国宏观经济智能决策支持系统的经验,本文提出一种设计智能决策支持系统(IDSS)的认知工程方法。并强调智能决策支持系统这一辅助决策工具的使用旨在提高最终用户(决策者)的认知决策能力。为此,对系统功能设计和适用技术实现作了相应的探讨。

An Al-aided simulation system embedded in a model-based, aspiration-led decision support system NY-IEDSS is reported. The NY-IEDSS is designed for mid-term development strategic study of the Nanyang Region in Henan, China, and is getting beyond its prototype stage under the decision maker's (the end user) orientation. The integration of simulation model system, decision analysis and expert system for decision support in the system implementation was reviewed. The intent of the paper is to provide insight as to how system capability and acceptability can be enhanced by this integration. Moreover, emphasis is placed on problem orientation in applying the method.

The paper presents the conceptual and operational basis of the creation of IDSS based on our recent research experience. In this paper, an intelligent decision support system, IDSS is defined as: any interactive system that is specially designed to improve the decision making of its user by extending the user's cognitive decision making abilities. As a result, this view of man-machine joint cognitive system stresses the need to use computational technology to aid the user in the decision making process. And the human's role is to achieve total systems's objectives. The paper outlines the designing procedure in successive steps. First, the decision maker's cognitive needs for decision support are identified. Second, the computationally realizable support functions are defined that could be provided by IDSS. Then, the specific techniques that would best fill the decision needs are discussed. And finally, for system implementation the modern computational technology infrastructure is emphasized.

应用模糊测试理论和模糊规划理论 ,针对决策约束条件的不确定性和目标的不确定性 ,研究了不确定性 Stackeberg冲突决策的数学模型 ,探讨了模糊平衡解与 Mash平衡解 (或 Nash平衡结局 )的关系 ,给出了解的一致性分析。经过模拟分析验证了模型与方法的可行性 ,为综合效能风险决策提供了实用而有效的决策方法     

航空制造企业技改项目管理动态特性仿真研究

在分析航空制造企业技术改造（简称技改）项目管理整体动态控制特点的基础上,利用因果环路图描述了项目阶段、控制对象和资源能力等各方面因素的动态反馈关系。通过建立技改项目管理系统动力学模型描述了技改项目管理的动态流程,以及进度控制、质量控制和资源能力管理等过程。3种典型情况（理想情况、工期压缩和验收质量下降）下模型的仿真表明,该模型能够较好地反映技改项目管理过程中的各类复杂动态特性,并能够辅助技改项目管理和决策。
