“绿色土木”,又一个品牌符号!——杨浦“创新热点”纪实

正"国家创新型试点城区"、"三区融合,联动发展"、"知识创新"、"环同济知识经济圈""新江湾城"……,似乎能将这些富有时代特色的词语串联起来的,只有杨浦。而如今,它又多了一个品牌符号,就是"绿色土木"。     

成渝地区双城经济圈创新网络演变及优化策略

建设创新网络是推动成渝地区加快建设科技创新中心的重要手段。文章以成渝地区双城经济圈16个城市2006—2020年合作发明专利为原始数据，利用核心边缘模型、块模型等方法，分析成渝地区双城经济圈城市间创新网络结构，研判城市创新模式。结果表明：成渝地区双城经济圈城市间创新网络核心边缘结构明显，网络权力高度集中于成都，不平衡现象突出，但在逐渐改善；研究期间，成渝地区双城经济圈城市本地创新合作不断增多但总体仍不强，跨界创新联系增长迅速，但“双核独大，中部塌陷”现象突出；网络视角下，成渝地区双城经济圈绝大部分城市创新模式属于内向型创新，获取外部异质性知识困难，存在创新锁定的风险。根据研究结论，对优化成渝地区双城经济圈创新网络提出相关建议。     

湖南省区域创新发展新动能研究

近年来,湖南省的科技创新能力不断提升,推动全省经济高质量发展。本文根据2017年中国区域创新能力评价报告的结果,对湖南省区域创新能力的优劣势进行分析,分析结果可知,湖南省区域创新能力中企业创新能力优势明显,知识创造和知识获取能力成为创新短板,创新绩效停滞不前。对此,本文结合湖南省实际发展情况,从强化企业创新主体地位等方面提出了相应对策建议。     

基于"规模-效益-创新环境"三维度的中国科技创业孵化发展评价研究

针对目前国内对创业孵化发展规模、效益及运行效果均缺乏完善的动态评价体系这一问题，为帮助政府明晰创业孵化产业发展现状，构造了包含“规模—效益—创新环境”（Scale-Effectiveness-Innovative milieu, SEI）3个维度的测度指标体系，简称“SEI”评价模型。基于该模型，分别合成了中国科技创业孵化发展的古典循环指数和增长率循环指数，进一步对2007~2017年间中国创业孵化的动态发展水平进行了评价研究。结果表明：中国创业孵化事业近10年取得了长足的发展，但从各分项指数来看，创业孵化效益的发展较慢，不及规模的发展，而创新环境指数发展较快，这将为我国创业孵化事业的发展不断补充内核驱动力量，促进中国创业孵化事业的高质量发展。最后根据创业孵化发展的评价结果，提出了相应的政策建议。     

高校绩效预算管理模式研究

针对传统高校预算管理模式的局限性，提出了“用钱效益”概念和纵横结合的“权力分享”模式，把目标管理、部门预算和绩效评价有机结合在一起，形成以目标为指引，预算为主线，部门为基础，项目为单元，绩效为核心的绩效预算管理模式。同时对绩效预算管理模式的运行环境和制度要求进行了分析。     

成渝地区双城经济圈知识创新网络结构研究

创新是城市与区域发展的核心动力，城市创新体系是提升区域创新能力的重要支撑，以科研合著论文为媒介的创新网络是研究城市创新系统的重要视角.以2006-2020年成渝地区双城经济圈城市间论文合著数据构建知识创新网络，运用社会网络分析方法对该区域知识创新网络的整体特征、网络中心度和网络结构等方面进行分析，从而揭示成渝地区双城经济圈知识创新网络的动态演化规律.研究发现：(1)该区域整体网络密度偏低，呈现缓慢增长趋势，整体网络凝聚力不断增强，呈现“小世界”特性；(2)知识创新网络从“单中心、低层次”发展为“多中心、多层次”,双核城市成都和重庆创新极化效应显著，节点城市的中心性均有提升；(3)知识创新网络结构呈现“核心-边缘”特征，区域内创新联系多发生在核心区的节点城市，空间分布不均衡，呈现出西部紧密、东部稀疏的格局.     

高校要积极促进科技示范园农业产业化发展

本文提出高校要积极促进科技示范园农业产业化发展。作者介绍了本校在推动科技示范园农业产业化发展中的经验和做法，主要包括大力培育“示范园”农业产业化龙头企业；建立各具特色的农产品生产基地；学校牵头成立专业协会，推动“示范园”农业产业化发展；帮助科技示范园农业产业化运行主体，建立和完善利益分配机制与风险保障机制。并就进一步推动科技示范园农业产业化发展提出了对策建议；帮助“示范园”运行主体选准农业产业化发展的突破口；帮助“示范园”运行主体推进“三个结合”；高校要积极帮助“示范园”运行主体进一步完善农业产业化运行机制。     

以人工智能建构高校思政课智慧教育的核心意蕴与实践路向

为更好地适应高校思政课高质量发展的现实要求，顺应时代潮流。在分析人工智能与智慧教育内涵、人工智能对建构高校思政课智慧教育的重要价值的基础上，提出了以人工智能建构高校思政课智慧教育模式的具体路径：（1）优化思政课教材体系；（2）确立更有针对性的思政教学目标；（3）创新思政课话语形式；（4）准确定位教育评价；（5）打造新型智慧教师队伍。研究结果可为人工智能赋能思政教育、促进思政教育的高质量发展提供理论参考。     

经济新常态下高校绩效审计的必然性及内容体系的探讨

随着我国经济发展进入新常态，高校经费从投入规模到运作方式都会受到影响，如何解决高校经费使用中存在的效益低的问题，关键环节就是开展绩效审计。文章阐述当前经济新常态的特征，分析新常态对高校审计产生的影响以及高校开展绩效审计的必要性，进而探索高校绩效审计的内容和评价指标、业务流程，对高校开展绩效审计具有一定的借鉴意义。     

西北地区旅游经济——生态环境协调效应及影响因素分析

文章通过构建旅游经济—生态环境评价指标体系，综合运用系统耦合协调模型、回归效应模型和障碍因子诊断模型，分析1995—2019年西北地区旅游经济—生态环境系统协调效应、影响因素及障碍因子。研究结果显示：（1）1995—2019年西北地区旅游经济—生态环境系统的耦合协调度呈现不断向好的发展态势。耦合协调度发展态势经历了“不协调发展（1995—2009年）→转型发展（2010-2014年）→协调发展（2015—2019年）”的演化阶段，耦合协调等级由“极度失调”演化为“中度协调”，形成旅游经济滞后和生态环境滞后两种发展类型；（2）1995—2019年西北地区旅游经济—生态环境系统耦合协调发展受旅游经济系统影响较大；旅游规模和旅游效益是影响系统耦合协调发展的驱动因素，生态环境压力和生态环境响应是影响系统耦合协调发展的重要因素；（3）1995—2019年旅游系统影响西北地区旅游经济—生态环境系统耦合协调发展前五位的障碍因子变动不大，主要以旅游规模和旅游效益为主；生态环境系统前五位的障碍因子因阶段不同而有所差异。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
