This study applies critical systems thinking as a process to respond to and offer recommendations to address prostitution policy in Indonesia. The article addresses social, economic and environmental aspects of prostitution. The analysis centres on the way in which prostitution is framed by the different interest groups in Indonesia, and highlights the current crisis in policy-making praxis in Indonesia. The article develops a case for systemic policy praxis, and aims to: (1) Make a case for re-framing the issue of prostitution in the sense that it addresses the ‘capabilities’ prostituted women and children ought to have (see Sen in Development as freedom, Oxford University Press, Oxford, 1999 and Nussbaum in Women and human development: the capabilities approach, Cambridge University Press, Cambridge 2000). (2) Re-frame the policy response to prostitution to address life chances and human dignity. (3) Assert that the lack of attention to a just and fair human rights for all is due to a policy-making gap where ‘systemic intervention’ is required to restore human dignity.  相似文献

Improving ethics and governance in policing is often considered an institutional function that police agencies do as ??expert?? institutions. Participation by other stakeholders may be welcome so long as police are able to control the processes and mechanisms of participation. This paper, based on research done with the Philippine National Police, argues that collaborative inquiry could be an effective critical systemic approach to participation by the wider society in police reform. This could enable both police and non-police stakeholders to work together towards mutual understanding and cooperation as equals towards better policing. This participatory approach is not meant to replace the institutional mechanisms that the police use for their own reform effort, but it is supposed to complement them. The research on which this paper is based was an attempt to design a model for collaborative inquiry at the local municipal level of policing in the Philippines, since the municipality is the lowest operational level for the Philippines?? police service. The results of that study suggest that it is possible to establish such a mechanism and make it work, in effect establishing a Close Knit Knowledge Organisation at the lowest level of operational policing.  相似文献

This article considers policy making in practice focussing on case studies drawn from ethnographic research on prostitution in Indonesia carried out between 2012 and 2013 (this article is based on field research undertaken in Java, Indonesia, between November 2012 and 28 February 2013). Its theoretical underpinnings is that of ‘critical systemic heuristics’ which contends that policy making with respect to prostitution needs to take into account a range of factors and diverse views based on a process of ‘unfolding values’ and ‘sweeping in’ many variables before a decision is made. Applying ‘critical systemic approach’ or ‘critical heuristics’provides a means to test out the policy making ideas, as opposed to merely implementing the ideas of the powerful. The paper applies critical heuristic thinking to argue that the policy response ought to take into account the voices of those with a lived experience of poverty and prostitution, in order to protect their rights when making policy decisions.  相似文献

The software development process for large software systems can be very complex, mainly in the case of development of innovation. There is no ready-made solution for this process. Rarely, if ever, can a solution be applied in a straightforward manner. Those involved in such software development need to make choices that will determine the features of the development process with consequences for its clients, who were not involved in the development but are affected by its results. The choices are inevitably influenced by the beliefs and values of the developers. Their judgments need to be made explicit so that people who are affected can eventually question these judgments.The Critical Systems Heuristics (CSH) is a systems methodology that makes it possible to examine the judgments made by those involved in the software development process. It offers tools to question such judgments.The application of the CSH to the software development process helps to illustrate the heuristic ability of the methodology to make evident the potential sources of misconception and its critical ability to identify imperfections in the conception of the software process.  相似文献

This paper aims to describe the application of Soft Systems Methodology (SSM) to the reality of a Brazilian enterprise. Systemic practices are ways of putting to use systemic thought in the real world, using the precepts of the systemic approach, which is very important for knowledge management and globalization. The systemic practice SSM is used in the resolution of ill-defined problems, which often involve behavioral variables and, thus, cannot be addressed by the so-called hard methodologies. In this paper, SSM is applied to the problematic of a middle-market business, an auto supply distributor, whose managers consulted the authors of this paper as regards proposing improvements of its performance. As a result of this work, the authors were able to propose core changes in attitudes, leading to changes in structure and process.  相似文献

Social Dominance Theory, as forwarded by Sidanius and Pratto (Social dominance: an intergroup theory of social hierarchy and oppression, 1999) and as elaborated upon in continuing research by themselves and others, claims to offer a way of exploring the structuring of social systems along the lines of group-based hierarchies. In this article I endeavour to highlight the manner in which this mode of theorizing and of approaching the study of social “realities” might have deleterious social effects, via its potentially self-fulfilling claims. I present an alternative way of approaching (co)-inquiries into the social worlds of which we are part––based on an examination of some qualities of retroductive thinking/imagining, which I interpret and extend in order to take more fully into account the impact of our knowing processes on the social worlds being addressed.  相似文献

This paper reports on a breakthrough in thinking based on 33 years of field practice-based inquiry and previously published studies. It brings together several bodies of established and emerging thought including systems thinking, epistemology, psychology and sociology, in a way of thinking about the living fabric of complex human systems-in-process. It is offered here as a kind of transdisciplinary ‘Rosetta stone’ to those working around the world with one or more of these bodies of thought as a way of making some critical connections between them. In summary, an integrating ‘mental architecture’ is proposed whereby inquiry (research as an evaluative dynamic act of seeking) may be seen as the way by which living (notably human) systems come alive, and which is incorporated, organ-ised, ‘structured’ and relationally embodied in an individual and their psychological mind as personal process, and in social collectivities and their sociological organisation as cultural process.

The point of this research is to investigate the impact of systems-thinking principles (Seddon 2003) on operationalising the ‘mass customisation’ capability of student services in higher education institutions. The research empirically contributes to student-service mass customisation in higher education through the findings of a case study conducted at the admission and academic registry service department of one of the UK’s leading universities. A qualitative methodology was employed with the use of semi-structured interviews, focus group, observations, and documentation supplements. It was found that the principles of systems-thinking are positively related to enhancement of mass customisation capability through the realisation of three different levels of service mass customisation determinants. These three levels are: employee level (i.e. micro determinants); operational level (i.e. meso determinants); and functional level (i.e. macro determinants). A conceptual model was developed to explain the relationships among these three organisational levels, supported by empirical evidences. The value of this paper is the introduction of a conceptual model that could operationalise ‘mass customisation’ in universities by integrating human resources, operational and functional dimensions in a systematic design to deliver customised services for students as individuals.  相似文献

Change is now a constant feature of organizational life, but the effectiveness of change management initiatives is often open to question. By reflecting on a case of change management involving a Higher Education Institution (HEI), this paper argues that, to be more effective, organizational change must be managed systemically. The paper first provides a systemic conceptual underpinning to change management, and then examines the case by comparing what had really happened with what might have happened if organizational change had been managed systemically. The analysis helps build an improved understanding of change management, and provides implications for future change management practice.  相似文献

Quite often over the last decade, heavy equipment manufacturers are trying to improve their project management performance with the use of effective project management methods. However, the challenges encountered aren’t isolated problems and a systemic approach is required. This paper exemplifies how a systemic approach can be applied to heavy equipment manufacturing project (HEMP) management, through of a multifaceted vision. The findings present in the paper are based on a two-year case study in a metallurgic equipment manufacturing enterprise in China. Based on the analysis of HEMP management problems and the contributions on systemic approach application in project management, the paper enriches existing theory by: (1) interpreting the HEMP management system with the top-down disassembly method; (2) developing the collaborative project management approach with a systems view highlighting the project characteristics management and inter-departmental collaboration; (3) making suggestions for systemic approach application in project management. For practitioners and researchers, the findings are particularly meaningful for manufacturing project management and systemic approach application.  相似文献

This reflective action research study examines faculty experience with distance education. Distance education has become increasingly of interest in higher education and is seen by many as the opportunity for systemic change in higher education. This study is a reflective action research project which examined the author's experiences teaching a distance version of a basic instructional design course at the same time as teaching a residential version of that same course. The examination finds significant faculty issues that emerged during the experience and specifically found concerns with the distance education learner. In the end, the study finds that as a tool for systemic change of higher education, distance delivery will have to engage faculty with their concerns in more substantive ways than they have to date. In essence, this study asserts that the current demands on distance educators are not motivating for traditional faculty members because of increased time demands, lack of traditional rhythm, lack of personal contact with students, and less evident interest among distant students in the areas that faculty value.  相似文献

Social responsibility (SR) requires critical self-evaluating personalities. Here is a case of self-measurement. Some basic content-, methodology- and implementation-related characteristics of evaluation in education are presented. Particularly emphasized are attributes of good evaluation and good evaluators. The study empirically surveys the cognitive and emotional–motivational preparedness of e.g. authors of natural sciences learning materials for evaluation of their authored materials. Data analysis shows that authors hesitate. They worry about their objectivity, lack of time, and insufficient methodological training. Authors more generally confirmed their cooperation in the planning of evaluation in terms of content and methodology and evaluation report generation. Method may be usable in other cases, too, and may help its users improve their SR in self-measurement.  相似文献

This insider action research study differentiates between developing leaders and leadership, evolves a systemic leadership model, and intervenes on the human, social and processes dimensions for developing leadership. This is a real-time study and responds to the organizational reality of fast pace of change and its systemic nature. Consequently, the research too is fast to guide actions and influence positive changes in the organization. As the action research addresses a systemic reality, research and contributions are in multiple aspects, with new techniques having huge implications for theory building as well as improving practice. The study provides a structural solution to perceived lack of commitment in senior colleagues—a syndrome I acronym as HILE (High Intentions and Lukewarm Execution)–by re-designing organizational processes and making time available for its effective utilization in developing leadership. A new technique of triggering major changes in organizations termed “concept sublimation” distils concept from the statements of major stakeholder and sublimates it from lower to higher unit of analysis and to higher levels of positivity. Statistical simplification of a competency framework by applying concepts from Euclidian geometry and making it effective is yet a unique contribution of this action research study. The study adapts the competing values framework in developing a method of assessing cultural congruence of a candidate with the culture of the organization. The uniqueness of the study lies in bridging the gap in the literature by actually and systemically developing leadership in an organization and providing pragmatic insights on developing leadership while also creating knowledge for theory building.  相似文献

This article offers our reflections around a case of facilitating systemic thinking and practice in which the first author of the article (Tlale) interacted with research participants/participant researchers with the intention of strengthening systemic thought and action toward fostering inclusive education in the setting (a rural school in the Eastern Cape in South Africa). We reflect upon the process and also how our engagement was perceived by participants, as expressed in feedback received from them. We point to how Tlale introduced the idea of systemic thinking (to teachers, school management team, school governing body, and a district officer for the district) as tied to the possibility of acting to generate transformation toward a more inclusive educational context for the benefit of the learners at the school in question, thus acting as a systemic mediator on their behalf.  相似文献

This paper describes the first phase, 'finding out', of a systemic participatory action research intervention in the management systems of a rural community development organization in the KwaZulu-Natal province of South Africa. The aims of the intervention were to (a) improve the management system of this organization, and (b) evaluate the usefulness of particular systems methodologies for the improvement of management systems of organizations involved in community development in under-resourced rural contexts. The second phase, "implementation," needs to be completed and thoroughly evaluated before any final conclusions can be drawn about the suitability of the chosen systems framework for Third World type rural contexts. However, the second phase is, at the time of writing, underway and all indications are that an interpretive ('Soft') Systems Methodology, combined with insights from a more functionalist ('hard') approach (with methods chosen through a Critical Systems Thinking framework) holds much promise for participatory systemic interventions in these contexts.  相似文献
