基础设施是以社会间接资本的形式反映到经济体中,增加基础设施供给,实质上就是扩大社会公共资本,为使用者节约社会间接成本;基础设施排他成本、信息收集成本、政府的偏好对不同供给方式的经济效率,进而对供给方式的选择有重要影响,实现风险分担、利益共享是基础设施投资决策应遵循的基本原则之一,它是形成适应基础设施建设与经营特点的产权制度、自我激励机制、自我规制机制的基础。  相似文献

Community indicators have been a frequent focus of the scholarly literature. There has been little exploration, however, in relation to rural communities, especially in developing countries. This reflects the special challenges associated with the complexity of rural systems, and the difficulties involved in developing appropriate and systemic indicators for rural communities. Identifying indicators that help the community to monitor progress towards sustainable outcomes requires a framework that is both practical and holistic. This paper introduces a participatory systemic framework for identifying community indicators, which respects the principles of complexity and honours the sense of ownership present in the communities. This framework is an iterative, sharing, co-learning engagement process that extends from creating a shared vision and extracting its core messages, to identifying indicators of progress and determining what actions to try. Importantly, this framework enables us to rank the indicators identified by communities with reference to ‘leverage points’, the best places to intervene in the social-environmental system for transformational change. This framework provides a potential pathway for sustainable rural development and perhaps also for organisations and urban communities.  相似文献

Chung-Sheng Community in Taoyuan City, Taiwan is a typical urban community. By adopting participatory action research, this study examines resident awareness regarding the feasibility of transforming Chung-Sheng Community into a sustainable community. Action research can help avoid constant “trial and error” in constructing sustainable communities and enhance process efficiency. Meanwhile, an active research approach can help communities better achieve sustainable development. Constructing a sustainable urban community requires energy, effective frameworks, and professional assistance. Achieving these requires a continuous and participatory action research process, and careful exploration of the awareness of community residents, which is the focus of this investigation.  相似文献

The purpose of this article is to describe the use of systemic intervention research methodology at an Indigenous-specific Australian drug and alcohol ‘therapeutic community’ rehabilitation setting. Systemic intervention is a three step methodological framework belonging to the systems thinking discipline. Practitioners must be mindful of the boundaries of the systems with which they are working; the need to select appropriate theoretical and methodological approaches to the context of the research, and undertake interventions towards sustainable and desirable change. Three participatory methods are detailed to highlight the importance and value of reflective practice. The three methods ranged from consultative through to collegial levels of participant engagement. Systemic intervention is a useful methodology in the context of indigenous health research and could be a valued approach in other research contexts that are explicit in their intent to help close the gap on Indigenous health disadvantage.  相似文献

Detecting communities from complex networks is an important issue and has attracted attention of researchers in many fields. It is relevant to social tasks, biological inquiries, and technological problems since various networks exist in these systems. This paper proposes a new self-organizing map (SOM) based approach to community detection. By adopting a new operation and a new weight-updating scheme, a complex network can be organized into dense subgraphs according to the topological connection of each node by the SOM algorithm. Extensive numerical experiments show that the performance of the SOM algorithm is good. It can identify communities more accurately than existing methods. This method can be used to detect communities not only in undirected networks, but also in directed networks and bipartite networks.  相似文献

在社会化媒体环境下,研究信任关系对在线口碑传播过程的影响,有助于企业制定合理的营销策略控制口碑传播。以社会关系强度刻画消费者之间的信任度,考虑社会强化现象及消费者兴趣转移现象;以SIR传染病模型为基础,构建基于信任关系的连续时间马尔科夫在线口碑传播模型。通过数值实验,分析了不同网络结构下信任关系对在线口碑传播的影响。实验结果显示:信任度的提升可显著促进在线口碑传播,当社区存在交叠时,社区信任度的促进作用增强,而社会信任度作用则减弱;另外,相比于社区内部信任,提升陌生人之间的信任促进作用更强,尤其是当网络社区结构一般或较弱时,且此时高影响力用户可在控制口碑传播过程中发挥更大作用。  相似文献

In this paper, we propose a framework for applying the combined use of soft systems methodology (SSM) and critical discourse analysis (CDA) based on social semiotic systemic functional linguistics to social practices. In the social practice, ‘participation’ mode of Checkland’s SSM is used for ‘problem-solving’ whilst CDA is used to problematize ‘problem-solving’ processes within the practice. During the meta-process of problematization of our research, we used Churchman’s systems approach and its theory of ‘boundary critique’ in order to explore issues such as governance, inequality of power, and social values within the organization examined for this study. In other words, the process-oriented methodology proposed in this paper consists of two processes: that of ‘problem-solving’ based on SSM and of problematization of naturalized discourse from the perspective of CDA and two phases of boundary critique in social practice. A detailed account of a case study of Korean social enterprise is given to demonstrate how our proposed framework of the combined use of SSM and CDA is applied into practice. Reflecting the outcome of the case study, this paper argues that critical social research from systemic inquiry using what we call ‘process-oriented methodology’ is useful to address some of the social and complex issues related to understanding dynamic relation between power and discourse amongst participants in the social enterprise in Korean contexts.  相似文献

This study applies critical systems thinking as a process to respond to and offer recommendations to address prostitution policy in Indonesia. The article addresses social, economic and environmental aspects of prostitution. The analysis centres on the way in which prostitution is framed by the different interest groups in Indonesia, and highlights the current crisis in policy-making praxis in Indonesia. The article develops a case for systemic policy praxis, and aims to: (1) Make a case for re-framing the issue of prostitution in the sense that it addresses the ‘capabilities’ prostituted women and children ought to have (see Sen in Development as freedom, Oxford University Press, Oxford, 1999 and Nussbaum in Women and human development: the capabilities approach, Cambridge University Press, Cambridge 2000). (2) Re-frame the policy response to prostitution to address life chances and human dignity. (3) Assert that the lack of attention to a just and fair human rights for all is due to a policy-making gap where ‘systemic intervention’ is required to restore human dignity.  相似文献

Contemporary systems activity can be divided into that stressing feasible and practical short-term measures, and that which is more ideal-aware, focussed on mid-longer term futures, and typically involving on-going community or social systems design. The paper highlights the key differences in approach, but then invites closer collaboration in the cause of the possible contribution that systems thinking could make for a longer term future, with Y3K (Year 3000) as a metaphor for this. This analysis, which derives from work undertaken at Asilomar 1995 and Fuschl conversations in 2000 and 2002, finds that contemporary social system design, which is driven by western culture and is action-oriented, needs adaptation before it could contribute to greater future global harmony. A truly comprehensive systems design process must accommodate a wide range of possible parameters in terms of culture, and appreciation of time and progress. An emerging paradigm as basis for thinking and engaging in social systems design work of the future is offered, which also has relevance to general systems practice.  相似文献

This paper describes the goals and methods of the future search conference, a large group planning meeting for people seeking common ground for action in organizations and communities. Underlying assumptions and an overview of the approach are provided. Next case studies describing outcomes of future searches in various organizations and communities are discussed. Limitations of the approach are outlined as well. Distinctions between future search and traditional organization development strategies are discussed next. Environmental issues are rapidly gaining momentum globally as humans try to find sustainable solutions to the effects of climate change, carbon emissions, and the actions of human-kind (see Olver, Blacklist those who ‘greenwash’. Companies must walk the talk regarding climate. The Times, 2011a; The weather warriors’ war. Real change will come when a few good men and women say ‘enough is enough’. The Times, 2011b). To enhance learning and awareness of environmental issues among Environmental Education students and the community at large, this study situated assessments within communities of practice around the university. Using action engagement within action research students had to work with insiders from the community to identify, formulate action or intervention plans and find solutions to problem situations in the community. Using action engagement within action research in this study definitely enhanced student’s knowledge of their community’s problems. Their personal involvement and the cyclical approach adopted, enhanced students’ emotional understanding and gave them an insider perspective into the situations and problems that required intervention; and trust was built between the students and members of the community as they worked together to accomplish a common goal.  相似文献

Two systemic inquiries, based on soft systems methodology (SSM), into the potential for using community of practice (CoP) theory by an Australian-government created research and development corporation to change its knowledge management (KM) strategy, are reported. Key staff were engaged in the inquiry into how to build a third-order KM strategy based on CoPs; an exploration of key published work on CoPs yielded four SSM activity models—‘being a community practice system’; ‘doing the work of imagination sub-system’; ‘doing the work of alignment sub-system’ and ‘doing the work of engagement sub-system’. These models can be used as heuristics to aid the purposeful design of CoPs in other settings. SSM, enacted as a systemic inquiry, can be understood as a form of systemic action research, which was well equipped to deal with CoP theory and, when enacted participatively, can generate important systemic insights. The inquiry began the process of fostering an appreciation of third order KM but, on the evidence available, did not lead to on-going commitment to a CoPs-based KM strategy. Future research should acknowledge how the framing of research situations influences the research process, the importance of the design of practice change settings and the limited evidence for purposeful interventions leading to successful CoPs.  相似文献

Lesotho is an inland country striving to improve its economy. Accessible education is perceived as an effective approach to economic growth. Over the years, various projects were commenced to improve Lesotho’s basic education provision. However, the progress is not satisfactory or stable. This paper argues for systemic thinking and adopts Warfield’s interactive management to identify the difficulties in Lesotho’s education projects. Interactive management can help stakeholders to identify system elements, structure the relationship between systems elements and produce a diagraph representing the system in question. The core mechanism of interactive management is a binary matrix which can infer the existence of a relationship between system elements, provided that the relationship is transitive. Four root problems were identified through the interactive management process: ‘board members not educated’, ‘poor service delivery by the Ministry of Education and Training to teachers’, ‘food insecurity’ and ‘reduced and standardisation of school fees at post primary schools’. The developed model demonstrates how system elements are interconnected. The model has potential to be used as a starting point for the Lesotho government to manage on its basic education problems through the identified root causes.  相似文献

This paper explores the relevance of the action research for design of technological solutions that lead to both systemic sustainable development and active involvement of the community. The paper shows how this idea was implemented in a project for water resource conservation with educational institutions of rural areas in Colombia. Through the use of technology, a reduction in water consumption increases in awareness about the use of this natural resource, and the active involvement of the community were sought. Additionally, social processes related to the conservation of natural resources were addressed through a socio-technical approach for analysis and design. During the application of the Soft Systems Methodology (SSM), the participants and researchers created technological prototypes that allowed to: 1) give visibility to the community’s initiatives, and 2) save water in the households. This paper focuses on the importance of the design process of innovative solutions for social and environmental issues through the participative approach of action research.

Heterogeneous community entails a number of social groups that adopt similar/different social norms. In such community, new individuals who join a new social group should be able to decide with which group they could assimilate based on their capabilities/values/manners. Otherwise, they would be penalized by other members in the group for violating some norms which they cannot comply.Using this approach, software agents would have better reasoning in simulating human society. In this paper, the authors propose a norms assimilation theory, in which a new agent attempts to assimilate with a social group's norms. This theory builds an approach to norm assimilation, analyzes the cases for an agent to decide to assimilate with a social group and develops a mathematical model to measure the assimilation cost and the agent's ability. The approach is developed based on the agent's internal belief about its ability and desire, and its external belief about the cost of assimilating with a number of social groups. The significance of this research is two-fold. Firstly, the study paves the way to future design of intelligent systems, i.e., software agents or robots, to closely mimic human social interactions.Secondly, the norm assimilation using agent-based system could be potentially utilized to simulate some social issues such as immigrants, new students, expatriate etc. The experiments that have been conducted demonstrate that an agent in the domain is able to calculate the assimilation cost and decide which social group to join.  相似文献

Managing financial institutions in an underdeveloped economic context has become a real challenge nowadays. In order to reach the organization’s planned goals, they have to deal with structural, behavioral and informational problems. From the systemic point of view, this situation gets even worse when the company does not present organizational boundaries and a cohesive identification for their stakeholders. Thus, European countries have some special financial lines in order to help the development of micro credit in Latin communities in an attempt to help the local economy. However, institutions like Caixa dos Andes in Peru present management problems when dealing with this complexity. Based on this, how can the systemic eye help in the diagnosis of soft problems of a Peruvian financial company? This study aims to diagnose soft problems of a Peruvian financial company based on soft variables like identity, communication and autonomy and also intends to identify possible ways to redesign its basic framework. The (VSM––Viable System Model) method from Beer (1967), applied in this diagnostic study, was used in a practical way as a management tool for organizations’ analysis and planning. By describing the VSM’s five systems, the creation of a systemic vision or a total vision is possible, showing the organization’s complexity from the inside. Some company’s soft problems like double control, inefficient use of physical and human resources, low information flows, slowness, etc. The VSM presented an organizational diagnosis indicating effective solutions that do integrate its five systems.  相似文献

Collaboration and cooperation within the systems community require a facility to aid recognition and appreciation of how individual contributions fit into the totality of systems practice. Sustainable development (SD) belongs to objectives of social responsibility (SR), including the ‘integral low-carbon societies’, as an objective and effort. This article presents the concept of low-carbon Slovenia and indicators of sustainable development (SDI) in Croatia and Slovenia that help in measurement efforts. Indicators reflect the national sets of SDI, developed recently; one focuses on EU and comparison with other regions in the world. Key challenges include (1) making a low-carbon country reality, (2) comparability and aggregation variability of SDI determined by SD policies; (3) SR, as a contribution to, and framework of, sustainability, as a requisitely holistic approach to current problems, based on ethics of interdependence of humans and other nature.  相似文献

This paper investigates why and how systems approaches can help in evaluating the design of new Information and Communication Technologies (ICTs) as social learning platforms. It focuses on the prototypes created by the research project Virtualis, whose objective is to promote social learning on environmental concepts and practices amongst a variety of stakeholders. The paper presents the principles of systems thinking and practice that did help in formulating such evaluation processes. It illustrates how both a peer systemic evaluation process (within the research team) and a participatory evaluation process (involving potential future users of the ICTs) were carried out.  相似文献

Several volunteer community groups in inner-city Philadelphia have been working to improve their blighted neighborhoods. This article describes how they applied Ackoff's interactive planning and Forrester's system dynamics and then details two programs that were implemented as a result. Examples of government efforts and “community development” funding structures are included for contrast. Local and federal government efforts tend to address the symptoms, but not the producers of problems, and are short-sighted because they tend to ignore the context that creates the problem situation. The structures for allocating resources appear to serve the purposes of decision makers who allocate funds, at the expense of the communities that desperately need services. A major point of this article is that such systems approaches as interactive management and system dynamics offer hope for solving seemingly intractable problems that threaten many communities and societies today.  相似文献
