公众参与与科学发展城市规划

<城乡规划法>颁布后确立将公众的知情权作为基本权利,明确了公众表达意见的方法和途径,强调了按公众意愿进行规划,标志着公众参与城市规划法制化.本文通过国外对于公众参与城市规划的经验介绍,分析当前我国公众参与科学发展城市规划的发展方向,并提出提高公众参与城市规划能力的方法途径,为科学发展城市规划发挥作用.

城市规划中的公众参与是坚持"以人为本"施政纲领的重要体现,也是建设和谐社会的重要举措,在城市规划的编制、决策过程中引入公众参与机制是必不可少的.本文针对我国目前的城市规划中公众参与严重不足的现状,分析其原因,认为应加快我国城市城市建设、管理体制改革的步伐,建立多元化的公众参与渠道,提高城市规划中公众参与的广度与深度,促进城市建设的全面发展.     

治理视域下公众参与城市规划的决策模式探析

在目前政府主导的公众参与城市规划决策体制中,公众参与能力和政府的态度影响和制约着参与的效果。通过对公众参与能力与政府态度的分析,定位公众与政府在不同参与阶段所扮演的主要角色,进一步探究公众参与城市规划中单一独断型、政府倾斜型、公众参与型和共同协作型等4种决策模式,并以此为指导总结我国公众参与规划决策的模式与道路,从公众、政府和社会三个主要的层面来寻求构建有效的城市规划决策模式的路径和方式。

国内城市规划中的公众参与出现时间虽然不长,但日益得到人们重视。与此同时,对于现状公众参与不足的检讨和争论却从没有停过。本文希望仅从城市规划编制的角度,借鉴国外城市规划编制中较成熟的公众参与方法,理性认识国内的公众参与。

公众参与城市规划是规划发展的必然。城市规划仅局限于规划师的精心创作和政府领导者的拍板定案是不全面、不完整的,必须形成有公众参与的共同体来实现参与产生效果的最佳组合。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
