The development of an industrial system is a complex and dynamic process. In developing countries, industrial development
is even more complicated because it involves the interactions of domestic firms and multinational corporations (MNCs), the
role of the government, and the development of technology. Both MNCs and the government play the role of providing the resources
and the environment for the development of industrial systems. This study discusses the viewpoints of ecological systems and
system dynamics to summarize the analysis of the development of Taiwan's automobile, semiconductor, and national defense industries.
In addition, an evolutionary perspective is used to examine the development of the information technology and semiconductor
industries. The results show that different systems viewpoint provides different insights into industrial development. Therefore,
more diverse systems approaches are needed to further our understanding of the development of industrial systems. 相似文献

突发公共事件的突发性、动态性、复杂性和不可预测性迫切需要用系统科学的方法对其进行研究。文章采用系统科学的视角,把突发公共事件看作一个复杂性系统,从事件的产生过程分析事件的成因、特点,根据事件的成因过程提出政府要担当主导事件的序参量,把握事件发展趋向。为此,政府要注意事件和时间流逝的内在关系,降低事件发展的不确定性;打破主客二元关系,获得有效消息;重视信息反馈,输出合目的性信息,此外,政府还要重视细节,避免因细小因素对社会系统进化过程中造成的重大扰动。 相似文献

This paper describes how a messy organizational problem was tackled using a systems approach which led to a resolution of the problem and to an improvement in the working relationships of the people involved. The example also shows how people who are not familiar with systems thinking, as such, can quickly be helped to develop a shared systemic view of a complex situation using activity modeling. At a deeper level, the paper also shows how the underlying dynamics of the problem situation was altered as a result of using a cooperative, dialogical working method, leading to an improvement in the quality of service provided by that part of the organization. The paper uses Peter Senge's five disciplines of a learning organization, together with various systems concepts, as a framework for describing how the process of change was brought about through the simultaneous management of task and social processes, leading to both individual and organizational learning. 相似文献

During the last 13 years, a dialogue has been conducted in the Critical Systems literature on the subject of choice betwen
methods. However, in the late 1980s and early 1990s, researchers went in two separate directions. One direction involved an
exploration of the “creative design of methods.” This is when the problem situation is understood in terms of a series of
systemically interrelated research questions, each of which might need to be addressed using a different method, or part of
a method. A synthesis is generated that allows each individual research question to be addressed as part of a whole system
of questions. The other research direction involved the development of “Total Systems Intervention” (TSI), a meta-methodology
that, amongst other things, encourages the creative exploration of the problem situation prior to the choice of methods. One
of the latest innovations in TSI is a theory of the “oblique” use of methods. This is the use of methods for purposes other
than those they were originally designed for. However, it is argued here that all the case studies that have been subject
to an “oblique” interpretation can be better explained if they are seen as examples of the creative design of methods. We
can therefore bring together the two strands of research that have hitherto been pursued separately in the Critical Systems
literature. it is suggested that TSI can be enhanced by an understanding of the creative design of methods because the latter
allows us to explain the purposive, flexible, and responsive way in which TSI is most successfully used in practice. 相似文献

Flood and Jackson (1991) explain the diversity of systems-based methods with a pluralistic System of Systems Methodologies by categorizing the various methods according to the problem context for which they are deemed to be best suited. The two methods classified as most appropriate for complex-pluralistic problems, Ackoff's Interactive Planning and Checkland's Soft System Methodology, are compared according to their underlying theory, problem-solving techniques, and outcomes. Despite their shared focus on the same problem context, the two methods are derived from different ontological assumptions which yield different techniques and outcomes. This article aims at introducing concepts related to the systems approach applied to the international system. First, the authors describe the systems view considering General Systems Theory in order to conceptualize the international systems as well as the Pluralist Theory of International Relations. Based on General Systems Theory, the authors analyze the international systems from the perspective of the Pluralist Theory of International Relations, using a case study on the European Union. The pluralist image of international systems presents important similarities to Systems Theory, as it analyzes the international context, characterized by variety, complexity and dynamics and uses the concepts of object, attribute, inputs and outputs, environment, motivations and process, which enable a better understanding of the international system.

One potential obstacle to effective information systems development involves the conflict between users and developers. It has been argued that information systems development personnel have different perceptions of what constitutes systems effectiveness than do users. System objectives are accomplished from the developer's viewpoint when a system has technical validity. System objectives are accomplished from the user's viewpoint when the system has organizational validity. Differences in the assessment of information systems project success are accentuated when users perceive the project as a failure. Attribution theory, a social psychology theory, is employed here to explain the source and outcome of such conflict. Also discussed are alternative ways of resolving those differences. 相似文献

The importance of the cyclic transformation of tacit knowledge into explicit knowledge for the knowledge-creation organisations is strategic. Yet in many instances this transformation is supported by informal settings with low process controllability. It is critical though that this be followed by a more systematic approach. A number of models of organisational learning have been developed by extrapolating individual learning styles, as is the case of the holonomic framework. However, there is a need to relate more closely models of learning and of knowledge creation to the knowledge elicitation methods, in order to further support knowledge management practice. This paper examines the holonomic framework with the view of informing the systematic elicitation of strategic knowledge in professional practice. It draws upon the experience and practical application of elicitation methods–in particular causal mapping and scenario building methods–to elicit middle-senior managers’ strategic knowledge by candidates to a Masters in Business Administration. The two methods are benchmarked against the holonomic cycle of knowledge development with regards to its learning phases, thus providing a more integrative approach to strategic knowledge elicitation methods. 相似文献
