抓住机遇理顺思路搞好建设——21世纪前半叶张掖地区的水利问题

贯彻实施"西部大开发"战略,就要加快西部地区水利发展.去年国务院召开的西部大开发会议上指出,在西部开发中,要加强水利基础设施建设,特别是要把水资源的合理开发和节约利用放在突出位置.西部水利开发工作重点是:以改善生态环境为根本和切入点;以节水灌溉为重点;以水资源优化配置为目标;实施必要的跨地区、跨流域调水.结合我省张掖地区(黑河流域)的实际,下世纪的水利发展应该注意下面几个方面:

西部大开发水利要先行,合理开发和有效利用水资源是其中的重要内容。作为基础设施和基础产业的霍河水利,担负着十分繁重的任务。我们要抓住这一历史机遇,立足当前,着眼长远,做好西部大开发中水利这篇大文章。

西部的水电开发出现了"跑马圈水"背离了科学发展观,其危害颇多.完善并实施环境影响评价制度,是西部可持续发展能力建设的重点.建立西部水利、生态、环境、社会高级专家智囊团,遵从专家决策,即科学决策,是西部可持续发展能力建设的关键.     

论战时国民政府开发西部取得的成效及其不足

抗战爆发后，随着东南的沦陷，国都的西迁，大后方的地位日见重要。为了抗战建国，国民政府先后制定了一系列发展大后方的政策，诸如扶持建立工业、发展农业、兴办水利、开发交通等。在国家政权力量的介入以及人民的支持下，这些政策的实施取得了一定的效果，使西部社会的各个层面发生了一定的变动，不仅初步改变了西部贫穷落后的面貌，而且有力地支援了抗战。但是由于抗战特殊时期，国民政府无力投巨资于西部的开发；同时由于西部各地方实力派的掣肘，使许多开发措施很难真正付诸实施；加之国民政府自身的短视，对开发西部抱以功利主义的态度，使得开发政策总是因人因时而变，没有长久性和系统性。其开发成果也相应受到了影响。     

西部地区经济发展过程中环境犯罪构成研究

西部开发是促进我国经济发展的重要举措，西部开发必须与西部的生态环境的发展相适应，然而由于历史、文化、经济等方面的原因，西部地区的环境犯罪现象比较严重，面对这一状况，应完善刑法法律制度，打击环境犯罪，保障西部地区经济的良好发展。     

发展西部地区矿业中的安全与环境治理问题探讨

丰富的矿产资源是西部开发的基础，但西中矿区开采强度和效率低、经济落后、安全投入少、抗灾能力差、煤层自然和瓦斯隐患突出、矿产开发造成生态环境严重恶化，西部矿区大多处于干旱、经济落后的沙漠地区、自然环境恶劣，矿业发展有其独特的性质，生态环境治理的西部开发的重要课题之一，需要大量的资金投放，因此应把西部矿区开发和生态环境治理融于一体，相辅相成，应重点研究西部矿区高效路径，安全与环境治理关键技术，全面开展矿山安全与环境专题调研，研究矿山安全与环境评价技术和技术支持系统，建立技术工程中心和人才培养基地，保证西部矿业健康可持续地发展。     

信息资源在西部大开发中的应用价值

西部大开发不仅面临经济发展与环境、资源、人口等人类生存空间的挑战，又面临现代科学技术进步与地区不平衡的挑战。实施西部开发应以信息资源为基础，用准确、高质量的信息作为西部开发的基础性、指导性依据，宏观规划、因地制宜，实行西部跨越式发展。     

论西部大开发的信息资源保障

为保证西部开发的顺利进行，迫切要求开发和利用信息资源。针对西部信息资源保障能力比较低下的现状，提出应从加强基础设施建设、加大信息资源储备与开发力度、积极发展信息服务业、培养和引进人才、创造良好的信息资源开发环境等几个方面进行西部信息资源保障体系的建设。     

西部大开发的制约因素及应对策略

实施西部大开发受一系列因素制约：人口因素、科技开发能力、经济规模、经济结构、交通运输、开发资金、生态环境等。必须相应地制定应对策略，例如：实施人才资源发展战略，加速科技体制改革，调整和优化产业结构，加强交通、水利等基础设施建设，吸引外部资金，走可持续发展之路。     

西部大开发中的人才战略问题思考

根据目前西部大开发的要求和西部人才开发的现状，目标，西部大开发中的人才战略应遵循“逆向综合”式开发途径，从体制和环境的角度探究人才开发诸因素的综合度，着力点放在探究人才资源开发的组织创新和制度创新上可能会取得最佳效果。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.

Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
