This paper proposes a design theory of how opportunities might be used to facilitate change within a system, particularly an educational system. Opportunity Initiated Systems Design (OISD) is a system design model that retains the values and goals of Idealized Systems Design (ISD) yet incorporates other models of systemic change to form a simpler, more practical theory of systems design. Traditional barriers to ISD are discussed, used as the basis for describing suggest an alternative theory of systems design. The paper articulates the values and goals of OISD and outlines a theory of OISD. The six phases of OISD are presented, including specific guidelines for implementing OISD. Limitations of OISD and implications for further research are discussed.  相似文献

Change is now a constant feature of organizational life, but the effectiveness of change management initiatives is often open to question. By reflecting on a case of change management involving a Higher Education Institution (HEI), this paper argues that, to be more effective, organizational change must be managed systemically. The paper first provides a systemic conceptual underpinning to change management, and then examines the case by comparing what had really happened with what might have happened if organizational change had been managed systemically. The analysis helps build an improved understanding of change management, and provides implications for future change management practice.  相似文献

Transfer pricing is a challenging problem for MNEs. This research reports quantitative results from a survey of Taiwanese MNEs operating in China, indicating differences between method frequency domestically and internationally, and mainly authoriarian top down transfer pricing decision-making. A transfer pricing system, based on the viable system model (VSM), is proposed to introduce an open systems holistic approach. The proposed VSM transfer pricing system is applied in seven MNEs, and the outcome of the applications is reported from interviews with CEOs. The proposed VSM transfer pricing system was reported to lead to improved transfer pricing decision-making, because of more complete information, integrated information flow, people know their responsibilities, more accountability, fewer conflicts, more participation, and more proactivity.  相似文献

This article aims at introducing concepts related to the systems approach applied to the international system. First, the authors describe the systems view considering General Systems Theory in order to conceptualize the international systems as well as the Pluralist Theory of International Relations. Based on General Systems Theory, the authors analyze the international systems from the perspective of the Pluralist Theory of International Relations, using a case study on the European Union. The pluralist image of international systems presents important similarities to Systems Theory, as it analyzes the international context, characterized by variety, complexity and dynamics and uses the concepts of object, attribute, inputs and outputs, environment, motivations and process, which enable a better understanding of the international system.

The involvement of stakeholders and the public in societal decision processes has lately received increased attention. We suggest that appropriate and tailored techniques should be selected and integrated to provide the prerequisites for inclusive involvement depending on the issue, type, goals and phase of the decision process in question, i.e. an analytic, systematic and dynamic approach to collaboration. In a transdisciplinary case study design we integrate diverse analytical methods whereby a process of mutual learning between science and people from outside academia is strived for. Our framework for collaboration is illustrated by a case study on sustainable landscape development in the Swiss prealpine region of Appenzell Ausserrhoden.

This paper asks what engineering systems thinking is and seeks to determine what distinguishes it from systems thinking. The purpose of the study was to identify the characteristics of engineers who are able to think in the manner we call engineering systems thinking. The study seeks to define the term engineering systems thinking on a theoretical level and then to move from the theoretical level to the operational level. A thorough understanding of engineering systems thinking on both the theoretical and operational levels will prove useful in the design of curricula to improve and develop thinking of this sort. Our study was based on 28 interviews, 14 lectures, and 2 observation sites. This paper treats only the material that pertains directly to engineering systems thinking.  相似文献

This reflective action research study examines faculty experience with distance education. Distance education has become increasingly of interest in higher education and is seen by many as the opportunity for systemic change in higher education. This study is a reflective action research project which examined the author's experiences teaching a distance version of a basic instructional design course at the same time as teaching a residential version of that same course. The examination finds significant faculty issues that emerged during the experience and specifically found concerns with the distance education learner. In the end, the study finds that as a tool for systemic change of higher education, distance delivery will have to engage faculty with their concerns in more substantive ways than they have to date. In essence, this study asserts that the current demands on distance educators are not motivating for traditional faculty members because of increased time demands, lack of traditional rhythm, lack of personal contact with students, and less evident interest among distant students in the areas that faculty value.  相似文献

The author critically examines educational systems design (ESD) through the lens of pragmatism. Examining ESD through a lens of pragmatism draws to the foreground issues related to Banathy's (1991, 1996, 2001) idealized systems design for social and societal systems. The author addresses the complex and dynamic nature of systems design, focusing on the systemic processes in which user-designers are continually challenged to inquire, communicate, and consider choices, and make design decisions concerning the nature of the system being designed. The power of social systems design (SSD) lies in the ability to consider the ideal image of a social and/or societal system, critically and pragmatically in relation to creating a new system that will contribute to the evolutionary betterment of society and a sustainable future for humankind. Following an introduction, the author examines pragmatism. Then the author applies a lens of pragmatism, critically, to examine educational systems design in relation to generating change and creating the ideal educational system. The author then argues the pragmatics of educational systems design, concluding the paper with final reflections on ESD as a process.  相似文献

A background is given to the common failures of management information systems and the authors' view of the causes behind these failures. There seems to be a lack of effective methods for analyzing information requirements. Different scientific methods are discussed as to their propensity for analyzing the information requirements. The importance of the systems design approach instead of the system improvement approach is emphasized. The concept of Human Activity Systems is discussed and an analysis of the interdependence of the soft and hard parts of these systems indicates that an integrated view is necessary. A methodology based on a systemic and systematic analysis of the information requirements in an organization is proposed. This methodology focuses the settings of the decisions on all levels in organizations and also indicates organizational discrepancies and information imbalances. The methodology can be regarded as a dynamic, learning system.  相似文献

Beginning with some basic principles of participatory action research, the author draws upon personal experience to identify the ways in which the experience of the practice of participatory action research creates forms of publication somewhat different in intent and nature from conventional forms of research. The experience selected involves cross-cultural research, and the particular problems of representation of the other in such settings are engaged. There has been an increasing interest in integrating decision support systems (DSS) and expert systems (ES) to provide decision makers a more accessible, productive and domain-independent information and computing environment. This paper is aimed at designing a multiple expert systems integrated decision support system (MESIDSS) to enhance decision makers' ability in more complex cases. The basic framework, management system of multiple ESs, and functions of MESIDSS are presented. The applications of MESIDSS in large-scale decision making processes are discussed from the following aspects of problem decomposing, dynamic combination of multiple ESs, link of multiple bases and decision coordinating. Complex organizational systems have been studied using hard and soft epistemologies and each has contributed to understanding based on its logic of enquiry. However, both fail to engage fully with systems in their context and are increasingly recognized as such by researchers and practitioners. This paper reviews the epistemological debate and proposes that accommodation between quantitative and qualitative disciplines is both possible and appropriate. A case study of performance management systems demonstrates the synergistic benefits of integration within a mode of organizational enquiry based on stakeholder analysis and soft systems methodology. This enables the development of a stakeholder systems model of performance management that incorporates stakeholder consensus, organizational justice, and system effectiveness considerations.  相似文献

Internationally, globalization has been paradoxically translated into colonization, economic rationalist development, nationalism, and closure born of a fear of the implications of globalization and global markets for the least powerful countries, regions, and interest groups. Social problems in terms of the economic rationalist approach are increasingly individualized and citizenship models emphasize the responsibility of individuals and families. Many current human service and social policy models in Australia (as elsewhere) are nonsystemic (psychological, medical, education, crime prevention, and economic). The paper reflects on an experience of undertaking a study of the life chances of citizens in a remote region of Australia. This is a paper about doing systemic thinking and practice in Alice Springs (Mpwartwe, or caterpillar dreaming) as a social policy researcher attempting to use and advocating a participatory action research approach to social policy development based on a multisite, multimethod research design of perceived, expressed, and normative needs.  相似文献

This paper illustrates the application of a broadly based approach to the implementation of an advanced communications system in an international setting. The failure of an initial implementation is discussed. The subsequent removal of the failed system and redesign of the second implementation process with overt consideration of sociotechnical factors are discussed. This article challenges a conventional view that focusing on technology, e.g., hardware and software, is the major determinant of success in implementation. The intrusion of computer-based technology into the office environment mandates considering the sociotechnical aspects of implementation such as work-group impacts, job design issues, and organizational adaptation. This study, in a field setting, describes the results of socialand technical considerations in systems implementation and illustrates the bottom-line impact of a specific investment in information technology in a large multinational corporation.  相似文献
