船员教育培训机构履行经修正的STCW公约的分析与对策

《1978年海员培训、发证和值班标准国际公约》马尼拉修正案2012年1月1日正式生效实施,中国的履约法规规范和要求也同时进行了全面的修改。培训机构在教学、培训和管理等方面如何满足新的公约和法规的要求,是各培训机构面临的重大挑战。本文根据国际海事组织（IMO）对STCW78/95修正案的全面审查情况,简要分析了本次全面修订对培训机构的影响,进而提出了履约对策。     

基于STCW公约马尼拉修正案的船舶电子员实践教学改革研究

2010年STCW马尼拉修正案中首次增设的船舶电子电气员（ETO）和电子技工职务有力地推动了我国船舶电子电气教育事业的发展。针对ETO岗位,该文以海事局相关的履约文件和船舶电子电气员的培养要求为基础,提出了船舶电子电气专业实践教学改革的新思路。

航海模拟器已广泛应用于航海教育和培训、工程论证和相关领域的科学研究。从某种程度上讲 ,航海模拟器已成为评价航海院校教学条件的一个重要指标。与STCW 78公约相比 ,STCW78 95修正案较大篇幅地增加了在航海教育、培训和评估方面使用模拟器的有关规则 ,无疑这将对航海模拟器的发展起到推波助澜的作用。航海模拟器的发展既受到各种技术发展的影响 ,也深受相关条约的制约     

我国碳市场履约机制研究与国外经验借鉴

气候变化已成为全球关注的首要议题之一,为应对气候变化,我国积极运用市场机制控制温室气体排放,并从2011年起,持续推动碳排放权交易试点建设。结合实际,对碳市场履约管理工作进行了清晰界定,对我国试点地区履约管理的相关制度、经验、教训开展研究,同时借鉴国外碳市场相关经验,提出了全国碳市场履约管理的相关建议。     

建立以风险管理为核心的内控体系的博弈分析

比较我国内部控制体系同国外先进水平的差距可知,企业风险管理(ERM)方面相关规范及措施的滞后已经给很多企业带来了巨大的损失和危机,从而丧失投资者的信任.分析管理者和投资者在建立有效的ERM机制上的效用后,可以发现投资者和管理者之间的博弈是一种非合作博弈,必须通过政府的相关规范改变博弈双方的效用,促使企业建设ERM,才能有效地避免由于风险而使企业陷入困境,从而保护投资者的利益.最后对如何建立以ERM为核心的内部控制体系提出了几点建议以供借鉴.

企业风险管理(ERM)框架对中国商业银行内部控制建设具有借鉴意义,中国银行业应尽早实施ERM框架,这有利于我国商业银行更好地满足监管要求.应用ERM框架进行商业银行内部控制的建设在我国还属于起步阶段,借鉴和学习发达国家银行业以ERM框架为指导的全面风险管理理论、方法和经验,有助于完善我国商业银行内部控制和风险管理体系.     

航海院校轮机工程专业实验室建设探讨

本文针对轮机工程专业发展现状和实验室所面临的问题,分析了加强实验室建设的必要性。结合近年来实验室的改革和发展并在STCW公约马尼拉修正案履约背景下,分别从确保现有设备的正常使用、多方筹措资金更新设备、理顺实验室管理机制、拓展实验室的社会服务功能、加强"双师型"师资队伍建设等方面对轮机工程实验室建设进行了探讨。     

基于模糊综合评判的轮机模拟器智能评估系统

分析最新实施的STCW公约对海船船员在职培训和适任评估的履约要求,应用模糊综合评判方法构建模糊评判矩阵,再将该矩阵作为智能评估中的客观依据,结合主观权重因素,对轮机在职培训及适任评估中相关操作流程进行综合评判.采用C#语言在VS.Net 2010平台下开发了轮机模拟器智能评估模块,并将该模块与全任务轮机模拟器平台相融合,通过XML脚本文件的制定、保存及加载实现了评估大纲中既定项目及情境自定义项目两种形式的评估考核.系统在应用过程中可有效改善评估结果的客观公正性.     

STCW公约与航海模拟器的发展

STCW78/95修正案与原STCW公约相比，较大篇幅地增加了模拟器使用的有关规则，无疑这将对航海模拟器的发展起到推动作用，航海模拟器的发展既受到各种技术发展的影响，也深受相关条约的制约，为此从STCW78/95公约对航海模拟器的相关规定出发，阐述条约的实施对航海模拟器发展带来的影响。     

论美国公共图书馆馆员继续教育及其启示——对《开展继续教育工作以改进图书馆青少年服务》的解读

图书馆员的素养是图书馆开展优质服务的前提。美国公共图书馆对馆员的继续教育培训非常重视，通过专业的培训课程让馆员不断提升服务能力和专业技术能力。本文以美国青少年图书馆协会和美国州立图书馆共同发布的《开展继续教育工作以改进图书馆青少年服务》报告为案例进行解读，阐述了美国面向青少年服务的图书馆员继续教育在培训形式、培训内容以及培训对象等现状，探讨了公共图书馆在继续教育培训中与行业协会、相关图书馆和合作伙伴在培训战略制定和实施等方面的合作内容。借鉴报告所论述的对馆员进行培训的经验，对我国公共图书馆开展馆员继续教育的内容、形式、培训联盟建立和激励机制等方面提出了实践策略。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
