实施农村科教工程促进农村人力资源开发

实施科教兴农战略,加快农业和农村经济的发展,是实现我国第三步战略目标的重大举措.中共中央<关于做好2001年农业和农村工作的意见>指出:"坚持实施科教兴农战略,加快农业科技创新步伐,把农业和农村经济发展真正转到主要依靠科技进步和提高农民素质的轨道上来."根据党的十五届五中全会精神,厦门市委、市政府提出在"十五"计划期间,要以农业和农村基本实现现代化为目标,以农业产业化和农村工业化、城镇化为重点,进一步促进农村发展、农民增收.实现农业、农村经济的跨越式发展,从根本上讲必须以人为本,把农村人力资源开发放在优先发展的重要地位.通过加强科技教育和实用技术培训,把农村剩余劳动力的沉重负担转化为高素质的人力资源优势,这是农业、农村经济持续快速发展的关键所在.因此,实施农村科教工程,促进农村人力资源和知识资源开发,是当前一项十分重要的任务.     

农村人力资源开发与农业现代化

人力资源是进行社会生产最基本最重要的资源。在知识经济时代，人力资源在经济增长中越来越起到决定性的作用。我国农村人力资源丰富，但人力资源素质低下，人力资本含量不足，严重制约了农业的发展，延缓了农业现代化的进程。因此，农民素质的提高和农村人力资源的开发是实现我国农业现代化的关键。     

江西社会主义新农村建设中农村人力资源的现状及开发思路

从农村人力资源开发与江西社会主义新农村建设关系的角度论述了江西人力资源的现状及农村人力资源开发在建设江西杜会主义新农村中的重要地位。并从实施大学生＂村官＂计划,加快人力资源开发的进程;政府加大支持力度,引导农村人力资源开发;农民自身转变,积极响应农村人力资源开发;科技兴农,把科学技术带到农村人力资源开发当中四个方面阐述了加强江西农村人力资源开发的对策思路。     

城乡统筹发展下的郑州农村人力资源开发研究

指出郑州城乡统筹发展过程中农村人力资源开发的意义,明确现阶段郑州农村人力资源开发所面临的问题,从加强农民教育培训力度,完善城乡统一的劳动力市场入手,提出了加快郑州农村人力资源开发的对策和建议。     

农村人力资源开发中的ECRS方法应用——对基层就业服务流程的改造

加快农村人力资源开发对推进社会主义新农村建设具有重大战略意义和现实意义。我国农村人力资源基数巨大、富余劳动力多,质量不高、结构不合理,人才匮乏且流失严重,这是历史、体制、政策、观念等多种因素共同影响的结果。研究以劳务服务中心为例,利用ECRS法对其流程进行改造,完善农村实用人才培养机制、促进农村富余劳动力转移、理顺农村人力资源开发管理体制等方面进一步强化措施,深入推进农村人力资源的开发利用。     

安徽农村地区创业型人力资源开发策略研究

创业型人力资源具有引领示范、带头带动等作用,在安徽农村地区人力资源开发中居于重要位置,具有转变农村人力资源思想观念、完善农村人力资源结构、解决当下农村人力资源问题、调整安徽农业经济结构等方面的意义。为此,可从加强农村人力资源现状筛查,加强农民基础性教育和培训,完善农民创业保障,面向打工回乡创业者开展创业教育,加强创业培训师的遴选和培训等方面,加强安徽农村创业型人力资源开发。

通过兴办农民专业合作社,将农民组织起来促进农业生产发展,这已被实践所证实。随着农民专业合作组织的快速发展,农民专业合作经济组织在促进农民增收、推进农业产业化经营、加快农村民主管理进程、保证国家粮食安全等方面,发挥了重要作用。随着我国农业合作社的发展,有利于科学、合理地组合农业生产要素,这将有力地促进农业生产力的发展,加快我国从传统农业向现代农业转化的进程,推动我国粮食生产在现有基础上有一个较大发展,使我国粮食安全具有坚实可靠的物质基础。     

农民增收的政策选择

农民问题的核心是农民增收问题。关心农民、支持农业、发展农村,要推进农业结构调整、整合农村土地资源、加快农村富余劳动力转移等以增加农民收入。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
