浅析我国出口信用保险法律制度构建的必要性

出口信用保险是国家为了推动本国的出口贸易,保障出口企业的收汇安全而制定的一项由国家财政提供保险准备金的非赢利性的政策性保险业务。与发达国家相比,我国的出口信用保险发展缓慢、存在很大差距而且很多运行方式无法可依。这在很大程度上制约了我国出口企业的业务出口。因此,需要加快出口信用保险的立法工作,以保证这一业务有法可依,使出口信用保险业务更加规范化。

比较了国内外出口信用保险机构以及出口信用风险的状况,阐述了中国信用保险的战略目标,分析了如何应对未来的开放市场。

改革开放以来,我国保险业发展很快,保险业的信用建设取得了很大成绩,这也是推动保险业快速增长的根本动因,但保险信用体系的建设尚存在诸多问题。这些问题如果解决不好,不仅会损害保险交易双方的利益,甚至会影响社会稳定。本文在对保险业信用建设障碍分析的基础上,提出了加快保险业信用体系建设的措施。

我国出口企业内部风险的控制

我国企业在进行贸易时持有一些惯常的思维和做法是缺少风险意识和防范措施的,而在交易的各环节都存在着隐患和风险,存在巨额的海外坏账。本文就我国出口公司内部风险进行研究,针对贸易过程中进口商的确定、合同变更时注意的问题,以及采用短期出口信用保险项下融资的风险与防范进行探讨,从而在一定程度上控制公司的内部风险。

我国中小企业信用担保体系的建设已有十余年的时间,并初步形成“一体两翼四层”的布局格式.中小企业信用担保体系的建立为推动我国中小企业的发展,起到了很大的作用.然而,我国信用担保体系仍处在初级阶段,信用担保体系仍不健全,有很多问题亟待解决.通过对我国信用担保体系的发展现状进行分析,剖析了我国信用担保体系所存在的问题,提出了完善我国中小企业信用担保体系的对策.

高新技术产品出口享受政策性金融支持 中国进出口银行近日决定:对高新技术产品出口提供出口信贷、对外优惠贷款、出口信用保险和对外担保等政策性金融支持。 中国进出口银行有关负责人表示,对高新技术产品出口实行政策性金融支持的产品范围按国家有关部门制定的目录执行,或者经外经贸部和科技部认可。 中国进出口银行提供的卖方信贷率按人民币出口卖方信贷第一档利率执行,现行年利率为4.05％。同时,对高新技术产品出口办理的出口信用保险,给予适当优惠。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.

Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
