创新团队是高校为适应时代发展而在科研队伍管理中推行的一种新的人才组织模式,是高校培养人才、加强学科建设、提升科研水平、增强创新能力的重要途径.当前,地方高校创新团队存在高层次人才引进困难、团队资金不足等问题,缺乏顶层设计与有效管理,需要地方高校创新团队进一步更新管理理念,建立科学合理的激励和约束机制,强化团队文化建设,以促成高水平创新团队的形成.  相似文献

 分析了目前限制中国高校科技发展的瓶颈,并提出了改革建议.目前中国高校的科研团队主要由教授和博士生组成,他们的首要任务分别是教书和学习.对于科学研究,他们通常选择与教授所授课程接近并且在学生学习期间能够完成的课题.教授和博士生组成的团队,由于在教书和学习之外能够用于科学研究的时间有限,通常也不适合管理高端实验室和研制硬件设备.科研团队组成的不合理成为高校限制科技发展的瓶颈.为了提高高校科研能力和创新水平,需要组建由教师、研究生和以科技项目为首要职责的专职科研、实验、工程技术人员共同组成的科研团队.然而,目前高校得到的教育经费(生均财政定额拨款、211和985工程)和科技项目经费都不适合,或者不允许,用于支付以完成具体项目为首要职责的专职科技人员的工资、津贴和福利.为突破这一瓶颈,本文建议改革高校科技项目经费的使用规章,允许高校在国家科研项目费中列支人员费,用于支付以承担该项目为首要职责的专家的工资、津贴和福利.该项改革,将理顺高校教学与科研的关系,建立高校科研支撑体系,增强重大科研项目的攻关能力,释放高校潜在的科技创新能力,实现以高水平科学研究支撑高质量人才培养,从而对高校发展具有里程碑意义.本文最后讨论了与这项建议的改革相关的几个问题,并介绍了美欧大学科研经费的使用及教学与科研的管理方式.  相似文献

目前我国高校硕士和博士招生规模相对于往年有大幅增加,人才数量得到迅速提升,但这也让有关科研素养培养的问题凸现出来。针对目前我国高校研究生科研素养的培养问题,追溯求源,从本科生教学的角度,阐述了目前本科生教学中存在的阻碍科研素养培养的一些问题,分析了造成这些问题的原因,也针对这些问题提出了一些解决方案,寄希望于加强本科生通识教育、从初高中入手抓科研素养培养、增强本科生科研参与度和通过课堂引入科研前沿知识等方法来增强本科生科学素养,达到为我国培养科研素养高、创新能力强的新时代领军人才的目的。  相似文献

高校人文社会科学科研团队建构是当代科研发展的时代要求,必要性来自于跨学科解决综合问题、加强科研创新以及确保科研效率的需要。科研团队建构的核心要素包括一致的研究兴趣与目标、高品质的心理契约、有效的团队领导等。当前我国高校科研团队建构的困难主要源于人文社会科学研究特有的独立探索性以及科研团队管理中的缺陷。基于此,我国人文社会科学科研团队建构应以共同的研究方向建设来凝聚团队力量,以尊重个体独立研究的宽松氛围营造来强化团队研究,以鼓励合作研究的管理制度建设来助力团队成长。  相似文献

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women's language from these perspectives: pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women's language, more attention should be paid to language use in social context. The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.  相似文献

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。  相似文献
