完善体制机制推动河南新型城镇化科学发展——河南发展高层论坛第61次会议综述

借鉴国外城镇化的经验和最新学术思想,新型城镇化要高度重视城乡资源配置政策不公平导致的贫富差异扩大问题,克服"增长极"思想的不利影响,把党的十八届三中全会提出的"以促进社会公平正义、增进人民福祉为出发点和落脚点"贯彻落实到新型城镇化实施的过程之中,以人为本,努力探索新型城镇化引领"三化协调"和四化同步"发展的科学可行之路,促进大中小城镇协调发展、和谐发展、智慧发展、绿色发展,让城乡居民共享改革发展的成果.新型城镇化的体制机制完善,要加快推进城乡体制机制一体化,建立全省统筹的规划建设协调机制,建立科学合理的产业集聚机制,建立健全以人为本的要素流动机制,建立健全动态的耕地占补平衡机制,健全城镇投融资体制机制.研究提出了未来新型城镇化的政策建议,即,要高度重视新型城镇化政策的公平性,坚持全面提高城镇化质量的正确方向,牢固树立新型城镇化以人为本的核心理念,建立健全城乡发展一体化体制机制,积极推动城镇绿色发展.     

科技创新支撑引领新型城镇化的思路与对策研究

正新型城镇化是党的十八大提出的中国面向未来经济社会发展的重大战略,科技创新是提高社会生产力和综合国力的战略支撑。新形势下,进一步厘清科技创新促进城镇化发展的规律、明确新型城镇化发展的科技需求以及依靠科技创新促进新型城镇化发展的战略路径,对于积极稳妥推进新型城镇化建设具有非常重要的意义。科技创新促进城镇化发展的规律认识科技进步是城镇化与工业化的基础,科技创新加速了人类     

旅游业之于民族地区新型城镇化的推动作用研究——基于“巴马现象”的现象观察与调查研究

旅游业对于新型城镇化的推动作用明显。本文从巴马瑶族自治县旅游业发展带来新型城镇化各方面的明显变化特征研究方面入手,用实证研究方法揭示旅游业与民族地区新型城镇化之间的推动作用关系,以期更理性地探明旅游对于新型城镇化的推动作用具体表现。经研究发现,旅游业能够促进人口快速集聚、拉动相关产业发展、促进文化保护与传承、不断改善基础设施、促进城乡融合和保护生态环境。该结论恰好证明了旅游业发展与人口集聚、产业发展、基础设施、公共服务配套、城乡融合、生态环境等新型城镇化六大指标息息相关。进而论证了旅游业发展对于民族地区的新型城镇化具有极强的内在逻辑关联性,能够极大推动其新型城镇化的进程。     

基于大数据思维的新型城镇化建设研究

城乡二元结构是制约城乡发展一体化的主要障碍。新型城镇化承载着促进经济发展和社会公正的双重转型使命,大数据可以促进未来的新型城镇化的发展。文章通过对大数据和新型城镇化的分析,将大数据思维引入到新型城镇化建设中,从拆迁工作、公民信息管理、智慧城市建设等方面论述了大数据的创新应用。     

新型城镇化建设与县域经济关联性分析——以河南省平顶山市为例

以煤炭资源型城市——河南省平顶山市为例,运用灰色关联度分析法分析平顶山市新型城镇化建设与县域经济、产业结构之间的关联度.结果表明,新型城镇化发展的质量因子与县域经济发展最为密切,从产业结构来看,第二产业对新型城镇化发展影响最显著,第三产业也正在逐步成为平顶山市新型城镇化发展的推动力量.提出从产业结构、分配机制、生态环境等方面解决新型城镇化发展的新动力,以促进平顶山市县域经济发展.     

产城融合促进新型城镇化建设的对策分析

本文主要针对我国新型城镇化建设的发展历程和产城融合的发展理念及产城融合在促进新型城镇化中出现的问题进行了分析论述,并在此基础上提出了对产城融合促进新型城镇化建设的相关对策建议。     

科技创新与新型城镇化动态关系与空间非均衡研究——基于人口老龄化视角

研究采用2004—2020年31个省份面板数据,运用系统GMM模型、耦合协调度模型及Dagum基尼系数等方法对科技创新及人口老龄化与新型城镇化关系进行实证研究。结果表明,科技创新、人口老龄化均会促进新型城镇化发展,工资及对外开放水平显著促进新型城镇化发展;通过Dagum基尼系数及结果分解,科技创新-新型城镇化协调水平呈现“下降-上升-波动下降”的变化趋势和显著空间分布非均衡特征。因此在日渐突出的老龄化情况下,应注重科技创新投入,进而实现城镇化高质量发展与空间均衡发展。     

新型城镇化与乡村振兴融合发展的路径探赜

新型城镇化与乡村振兴融合发展,是实现城乡可持续发展、缩小城乡差距、改变城乡二元结构的有效途径,两者之间相辅相成、互为因果。新型城镇化能为乡村振兴提供战略支持,乡村振兴能为新型城镇化发展提升内核驱动力。但新型城镇化与乡村振兴的融合发展仍面临一些问题,如农村人口加速流出、农村基础设施建设欠账太多、农村产业基础薄弱等。应从城乡融合发展的高度统筹新型城镇化与乡村振兴建设,消除城乡融合在产业发展、基础设施、公共服务等方面的障碍,促进新型城镇化与乡村振兴融合发展。     

基于生态文明的河南省新型城镇化发展评价分析

生态文明建设与新型城镇化具有内在一致性.立足生态文明视角,结合新型城镇化的内涵,构建了涵盖经济水平、城镇水平、民生水平和生态水平等指标的新型城镇化评价体系,并采用复合指标法对河南省各地市2014年新型城镇化的发展程度进行评估,进而从规划城镇发展格局、发展生态生产力、促进城镇可持续发展等方面提出相关政策建议.     

国外城镇化的风险防范经验对我国城镇化发展的启示

目前,我国城镇化正处于加速发展的阶段,也是城镇化风险日益凸现的阶段,借鉴国外城镇化风险防范的经验和教训,有利于促进我国城镇化又好又快发展。国外城镇化风险防范提供的主要经验和教训是市场机制的基础作用和政府调控的主导作用都不可忽视;城镇化水平应当与经济发展水平相适应;农业、农村的发展是推动城镇化又好又快发展的基本前提;城市病问题应当尽早化解,否则后患无穷。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
