国家治理体系和治理能力现代化问题研究——兼评学术界的几种观点

党的十八届三中全会提出推进国家治理体系和治理能力现代化,强调的重点是"现代化",而不是"治理"和"管理"的区别。"管理"和"治理"不是对立的,在学术研究中是两种相近的范式。"国家治理"和"国家统治"是两个不同层次的概念,前者表现为工具理性,后者表现为价值理性。国家治理体系和治理能力现代化,就是为了适应社会发展现代化的要求,国家治理体系和治理能力从传统向现代转型和发展的过程与状态。推进国家治理体系和治理能力现代化,是顺应我国现代化发展趋势的重大战略举措。     

治理术与国家治理能力现代化

国家治理能力现代化属于治理理论中的治理术范畴。治理术包括政府理性、"如何"执政和政府的"艺术"三个方面,其核心是法治理性和善治理性。因此,国家治理能力就是在国家治理体系框架下,治理主体以法治思维和善治思维运用治理机制和治理工具实现治理目标的能力。提升国家治理能力的关键点,在于政府行使国家权力时,慎用专断性权力并善用建制性权力。这是中国政府治理能力现代化的必由之路。     

浅议国家治理体系和治理能力现代化

党的十八届三中全会把坚持完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化作为全面深化改革的总目标。在国家治理体系当中,国家治理、政府治理、社会治理是三个相互结合的有机整体。国家治理现代化是全面深化改革的总目标,政府治理和社会治理则是国家治理体系中的重要改革内容。政府治理作为国家治理现代化的重要一环,在现代“治理”理念下具有独特的中国语境,要从政党治理、政府治理、社会治理、公民治理的整体关系中把握政府治理在国家治理体系中的地位和作用。     

以法治助力“国家治理现代化”

国家治理现代化包括治理体系的现代化和治理能力的现代化,这对深化当前我国社会改革与实现中华民族伟大复兴中国梦具有重要意义。十八届四中全会做出了"全面推进依法治国若干重大问题的决定",使得法治成为推动社会发展和变革的重要力量。在推进依法治国的进程中,要明确依宪治国的基础性和根本性地位,同时保证在国家、政府和社会三个层面上的制度创新,从而更全面地实现国家治理的现代化。     

树立全新政府治理理念问题研究

政府治理是国家治理体系和治理能力现代化的核心和关键。政府治理能力现代化需要树立民主政府、服务型政府、法治政府、有限政府、透明政府、廉洁政府、效率政府等全新政府理念。实现政府治理能力现代化的关键是转变政府职能。政府职能转变既要注重简政放权,又要强化政府宏观调控、公共服务、市场监管、社会管理和环境保护职能。     

依法治国与国家治理现代化的一体同构关系及其理论内涵

法治化对国家治理体系现代化的作用,是为国家治理体系的建立提供一些确定性的原则,保证国家治理在这个体系内有目标、有规范、有底线、有秩序地进行。法治化对国家治理能力现代化的作用,是提供一种"法治精神"。法治化与国家治理现代化是一体同构、相互促进的辩证关系,法治化寓于治理现代化当中,治理现代化通过法治化加以体现。依法治国中的"法"应该做一抽象的新解释:依照"法治"来治理国家,即国家治理的"法治化"。在保障"确定预期"的条件下,"自由"在当下,应该成为法治的侧重点。     

提升政府管理水平 推进社区治理能力现代化

正中共十八届三中全会提出"推进国家治理体系和治理能力现代化"的任务,要求社会治理要坚持系统、依法及综合治理,强调要"改进社会治理方式、激发社会组织活力",明确了"实现政府治理和社会自我调节、居民自治良性互动"的目标。从社会管理到社会治理一字之差体现了党中央在新的历史条件下对于进一步深化社会治理体制改革,提升政府治理能力的共识和决心,体现了执政理念的转

全面深化改革的总目标是推进国家治理体系和治理能力现代化,这一理论突破与创新具有科学性和时代性,标志着治理思维上升到国家高度。然而,治理思维在社会中广泛传播的同时,高校、企业的治理环境并不宽松,究其根源在于"一刀切"导致的治理错位。为防止治理改革倒退,实践中需要强化国家治理体系中的分类治理,一方面识别不同国家治理主体之间的关系,另一方面明晰不同治理手段之间的差异。     

数字政府建设与政府治理能力现代化——以“e龙岩”建设为例

数字政府是国家治理体系和治理能力现代化建设的重要标志和组成部分,政府治理数字化变革,是治理理念、流程管控与运行机制的全程性革新,其本质是以数字化改革来支撑治理体系的改革,其目的在于实现“公共服务的便民化”“社会治理的精准化”“经济决策的科学化”。数字政府建设作为一项系统工程建设,要注意其技术、管理、服务、安全、法治等五个向度。当前急需从提升数字领导力、建立多元共治的协同治理格局、提升数据安全治理能力等三个方面提升政府数字治理能力。     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

An Analysis of Catherine＇s Character——Wuthering Heights

Wuthering Heights, Emily Bronte＇s only novel, was published in December of 1847 under the pseudonym Ellis Bell. The book did not gain immediate success, but it is now thought one of the finest novels in the English language. Catherine is the key character of this masterpiece, because everybody and everything center on her though she had a short life. We can understand this masterpiece better if we know Catherine well.     

Lower Paleozoic oil relationships within Williston Basin, Canada

The Williston Basin is a significant petroleum province, containing oil production zones that include the Middle Cambrian to Lower Ordovician, Upper Ordovician, Middle Devonian, Upper Devonian and Mississippian and within the Jurassic and Cretaceous. The oils of the Williston Basin exhibit a wide range of geochemical characteristics defined as "oil families", although the geochemical signature of the Cambrian Deadwood Formation and Lower Ordovician Winnipeg reservoired oils does not match any "oil family". Despite their close stratigraphic proximity, it is evident that the oils of the Lower Palaeozoic within the Williston Basin are distinct. This suggests the presence of a new "oil family" within the Williston Basin. Diagnostic geochemical signatures occur in the gasoline range chromatograms, within saturate fraction gas chromatograms and biomarker fingerprints. However, some of the established criteria and cross-plots that are currently used to segregate oils into distinct genetic families within the basin do not always meet with success, particularly when applied to the Lower Palaeozoic oils of the Deadwood and Winnipeg Formation.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
