新形势下我国领事保护制度面临的主要问题:部分人员对领事保护的重要意义认识不够,工作中还存在一定的畏难情绪;目前我国既熟悉国际法,又熟悉相关国家国内法律的专门人才还不多;相关多边或双边协定数量有限,进一步加大了领事保护的困难;由于我国国籍政策而引发的对海外华人保护困难的问题等.对此提出对策及建议:加强国际司法合作和国内立法;加强领事保护能力建设,最大程度地保护我国侨民利益;加强我国的综合国力,尤其是军事能力.  相似文献

我国高等教育经费筹措的问题表现为:与教育经费筹措有关的法律法规笔政策措施没有全面落实;在国家财税体制和收支格局发生变化的情况下,没有及时采取调整措施,以确保教育经费的重点投入;教育经费的使用效益有待进一步提高;教育经费的管理体制不顺,事权与财权相统一的原则未落实。笔者认为,解决我国当前高等教育经费问题,关键在于:进一步提高级党政主要领导的认识;增加政府财政投入,保持政府投资主渠道地位;真正落实已出台的相关法律法规和政策措施;进一步完善我国高等学校的收费制度和大学生贷款制度;在预算分配管理上教育经费预算单列,实行教育事权与财权的统一;继续走内涵式发展道路,扩大高等教育规模,加强教育经费管理,提高经费的使用效率。  相似文献

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women's language from these perspectives: pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women's language, more attention should be paid to language use in social context. 理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。  相似文献
