The objective of this study was to conduct Action Research (AR) to create and implement a WEEE management program that was in line with the BNPSW regulations. The city chosen for this study was São João del Rei (SJDR) located in the state of Minas Gerais, Brazil. Using AR it was possible to structure a WEEE management program that involved stakeholders from the city administration, the Federal University of São João del Rei, and representatives from the private sector. The program ultimately collected 1710 kg of WEEE that received an environmentally appropriate destination. Although no major difficulties were observed with respect to the AR process itself, some challenges were encountered. Lack of infrastructure and hesitance on behalf of the public with respect to implementing WEEE Reverse Logistics were complicating factors. The action research as methodology proved to be highly efficient in dealing with e-waste reverse logistics. It resulted in faster decision making, in turn generating better results. Good decisions were repeated and errors were corrected. The Action Research project highlighted the need for raising public awareness about WEEE disposal. It also showed that the public was ultimately interested in participating and contributing to the proposed WEEE management program. The awareness of the population has led to a significant increase in the amount of collected waste. The model resulting from this research serve as a reference for decision makers in implementing similar programs around the world and to contribute to the existing body of knowledge on the subject.

One of the problems facing public education institutions in Brazil is the question of the correct handling and treatment of waste electrical and electronic equipment (WEEE). Being that these institutions are part of the public sector, they should adhere to Decree no. 99,658/1990 for the disposal of their goods. However, this decree is not completely in accordance with the Brazilian National Solid Waste Policy (PNRS), especially when considering the regulations for disposal of public goods. Thus, these institutions have no WEEE management model which encompasses not only the Decree but also the PNRS. An example of this situation can be found at the Federal University of Itajubá (UNIFEI) in Minas Gerais, Brazil. Due to the lack of such a management model, the university warehouse is at full capacity and unable to receive additional electronic equipment. Therefore, the objective of this study is to create a management model for WEEE to be used at public education institutions using the guidelines set forth in both the Decree and the PNRS. An action research investigation was performed at UNIFEI which relied upon two improvement and learning cycles to deal with all the WEEE found at the university. The first was undertaken at the university warehouse and the second at other sectors within the institution. In addition to the practical results obtained by properly disposing of 474 WEEE products, this study showed that action research is an adequate management tool for public institutions looking to deal with problems of this nature, being that these institutions are almost always subject to bureaucratic controls with respect to their public property, and expected to follow rigorous legislation that is often times controversial.  相似文献

Non-governmental organizations (NGOs) offering supported employment services in Taiwan recently have identified a missing link between their programs and the vocational programs students with disabilities received in secondary special education system. Sponsored by a national initiative aimed to enhance public education through crossover trials and social inclusion under the umbrella of ??HighScope Taiwan??, academics and mainly senior social workers devoted to supported employment for persons with intellectual disabilities started a two-way outreach program through action engagement in 2007. Action research became the common focus of the joint task forces across social work, public education systems, and academia. The article provides field-based reflections of the action research project and suggests ways in which practice of action research may increase social impact in the professional development of individuals.  相似文献

South Africa is 15 years into democracy, but difficult dialogues about race, ethnicity, and other cultural differences are hindered when students are developmentally unprepared to handle them. Although institutions of learning have been painfully aware of the racial, cultural and ethnic divides on their campuses, no real strategies or policies have been put into place to ensure integration. This study started with problems that my colleagues in the Faculty of Science at a university in South Africa were experiencing with the lack of interaction and communication among the first year students in their large and diverse classrooms. They were also concerned that their students did not know how to deal with diversity and they wanted to graduate students who would be successful in their professional careers in a multicultural environment. This study found that using an action research approach was particularly successful in teaching Communication and in encouraging intercultural communication as lessons learned could be built upon or learned from in order to plan the next phase of intervention. The continual interactions during the various phases typical of the action research approach used, enabled the unearthing of feelings, problems and issues which would otherwise not have surfaced in the normal classroom where students are merely lectured. By transforming method and methodology, students and educators were exposed to new and different ways of being. This paper therefore reports on how a course in Communication was developed to facilitate communication and interaction between the different cultures and race groups in a Science classroom using an action research approach.  相似文献

This paper describes the first phase, 'finding out', of a systemic participatory action research intervention in the management systems of a rural community development organization in the KwaZulu-Natal province of South Africa. The aims of the intervention were to (a) improve the management system of this organization, and (b) evaluate the usefulness of particular systems methodologies for the improvement of management systems of organizations involved in community development in under-resourced rural contexts. The second phase, "implementation," needs to be completed and thoroughly evaluated before any final conclusions can be drawn about the suitability of the chosen systems framework for Third World type rural contexts. However, the second phase is, at the time of writing, underway and all indications are that an interpretive ('Soft') Systems Methodology, combined with insights from a more functionalist ('hard') approach (with methods chosen through a Critical Systems Thinking framework) holds much promise for participatory systemic interventions in these contexts.  相似文献

This paper provides an illustration of the application of Soft Systems Methodology to construct social development index, based on a sociological concept of development proposed by Wirutomo et al. (Pengembangan Indeks Pembangunan Sosial (IPS) Bagi Sektor Informal di Perkotaan: Menuju Kebijakan Inklusif bagi Usaha Kecil, 2011). An action research (AR) is conducted in the field of street vendor promotion program perceived to be representing the social development practice. While the improvement of fundamental elements of societal life, i.e., social structure, culture, and social process can be identified in the field of street vendor promotion program, it is believed that the same development aspects can be explored at many other development sectors. A preliminary social development index is conctructed by using a single sector development program. It is expected that through a further research agenda, a comprehensive social development profile equipped with its related index can be presented. The findings of this SSM-based AR can be considered ??as primary ??thesis?? derived from ??messes?? or ??surprising facts?? of a real world problematic situation?? as described by Stephens et al. (Syst Pract Action Res 22:463?C474, 2009). As an AR practice, this research is a research interest, instead of a problem solving interest in AR (McKay and Marshall, Inf Technol People 14:46?C59, 2001); it is also a theoretical research practice, instead of a business change practice/empirical research practice and regular business practice (Cronholm and Goldkuhl, The 2nd European Conference on Research Methods in Business and Management (ECRM 2003), 2003), and it is an interpretative actions and theory development actions as mentioned by Cronholm and Goldkuhl (The 2nd European Conference on Research Methods in Business and Management (ECRM 2003), 2003). This study started with problems that my colleagues (and I) were experiencing with interaction and intercultural communication among students in our diverse classrooms. Educators were also experiencing difficulties in motivating students to work effectively in groups. The purpose of this paper was to seek solutions to these problems by exploring variations of the group oral assessment structure in a multilingual and multicultural context. Four phases of assessments were conducted at two tertiary institutions in South Africa using a combination of action research and a participatory approach. Not only did this study succeed in addressing the problems but it also revealed the added benefits of using an action research methodology.  相似文献

This article is a reflection of my first experience with action research in trying to devise a system of assessment that would benefit both first and second language speakers of English in an assessment system that is plagued by its separatist past. In this paper, I discuss an action research study on oral assessment implemented at two tertiary institutions in South Africa. The actual details of each phase of the assessments are not reported on, but the methods used to facilitate the processes are. The findings and adaptations after each phase of the assessments are discussed to show the effectiveness of using an action research methodology.

The aim of this paper is to apply a systemic methodology to analyse the concept of info-inclusion which can guide strategic actions of institutions within civil society and within several levels of government. The paper provides a plan of action that, integrated with other tools, aims at fighting the technological and social gap. We apply Soft System Methodology (SSM), because it provides a holistic approach to info-exclusion. SSM is often used to analyse and resolve problems in complex social studies such as info-exclusion. An info-exclusion reduction project, developed by a university in the country region of Sao Paulo will be provided as a case study. This project is one of the several Brazilian initiatives to solve the problem of limited access to information technology tools. We start by contextualising info-exclusion in Brazil and follow with a review of SSM. We then introduce the concept of info-inclusion and apply SSM to it. We end with a discussion of the results obtained and with some suggestions for action and possible improvements.  相似文献

The paper seeks to explicate an action research methodological framework that can provide practical guidance to those approaching action research from a socioecological perspective. It does so by revisiting the developmental foundations of the Emery and Trist socioecological paradigm, by drawing on insights left scattered throughout Emery's writings, and by drawing on the author's own experience in action research. The framework explicated seeks to provide practical guidance for (i) intervention in field settings, to coproduce open social systems–environment active adaptation, i.e., action-research guided interventions to produce sought management outcomes, and (ii) generation and formalization of theory extensions to socioecological theory concerned with intervention strategy and intervention methodologies, i.e., action-research guided generation of socioecological theory suitable for social scientific publication.  相似文献

This paper describes a breakthrough method for obtaining a quantitative picture of an organization in its environments from qualitative Search Conference data. As such it validates the concept of a system in transaction with its environments, the relevant uncertainty of the current extended social environment with its mixture of ideal seeking and maladaption, and many other OST(E) constructs. The organization is a region of the USDA–Forest Service which used a series of 13 Searches to plan the future of the region. The overall picture produced demonstrates how the method extends the joint purposes of social science to generate further hypotheses about changing systems in today's global social field. It also shows that three beliefs in the social science literature can be dispelled; (1) it is difficult to measure complex phenomena, (2) qualitative and quantitative data are incommensurate, and (3) only a small number of variables can be handled simultaneously.  相似文献

Some of the academic debates pertaining to action research have been identified and specified in this paper. These have been traced through the history of development of alternative (action-oriented) research thinking in a number of research areas, namely, the study of human relations, social and organizational studies, educational change, policy studies, psychology, geography, and physics. A number of prevailing approaches to what is generally referred to as action research have been described in a variety of application domains to identify the present home of the current debates in action research as well as the participants in these debates. This excursion has yielded a number of insights pertaining to the problems that constitute the core of the current debates in action research. Some of the proposed solutions available in these debates have been critically examined. A number of open issues have been identified. A speculative section relates the possible futures of action research to possible ways of dealing with these open issues.  相似文献

Coproduction has become synonymous with innovative approaches to public service delivery in European Union countries as well as in Australia. Coproduction has the potential to bring together individuals, communities, and organisations in a process to collaboratively develop new models and services which improve public services. Yet, Australian policy makers and practitioners who would like to deploy coproduction within the context of older adult social care can only draw on a handful of papers and reports that could guide implementation. This paper fills this gap by reporting on the implementation of a multi-stakeholder coproduction approach to the development of a consumer directed care model for older people with complex health issues. The paper describes and critically highlights methodological challenges encountered during the 12 month-long participatory action research phase of a larger project involving older people with complex care needs, their carers, and government and non-government stakeholders. The paper outlines key considerations regarding (1) the involvement of older people with complex needs, (2) collaboration with industry partners, (3) engagement of government representatives, and (4) reflects on implementing participatory research projects within a context of outsourcing and interlinked supply chains. While not all challenges encountered could be resolved, the coproduction approach was successful in bringing together a wide range of stakeholders with competing agendas in an iterative process geared to resolve a plethora of concerns raised by older people, carers and services providers. This paper provides an example for others seeking to use coproduction and participatory methods to provide person-centred care services for older people.  相似文献
