西藏农牧区改革开放三十年来的回顾及其主要经验

今年是我国改革开放三十周年。伴随着国家的改革开放,西藏农牧区也经历了改革开放三十年来不同的发展阶段。回顾西藏农牧区改革开放的历程,可以看到农牧区经济不断发展,社会不断进步,农牧民生活水平极大提高,所取得的成就非常显著,所获得的经验也非常丰富。在加快全面建设小康社会和建设社会主义新农村形势下,我区农牧区面临难得的发展机遇,也面临许多挑战,需要广大干部群众进一步解放思想,在科学发展观指引下,进一步推进农牧区改革,使农牧区获得更大的发展进步。     

西藏农牧区医疗制度研究现状及展望

为解决农牧民就医问题,我国很早就在西藏地区实行了农牧区医疗保险制度.以此阐述西藏农牧区医疗制度中基金的筹集、就医报销情况及医疗制度管理等运行模式,着重分析西藏农牧区医疗制度在参合率、大病补偿、药品“零差率”销售、救助一体化等方面所取得的成效以及农牧民看病过程中存在的具体问题,最后从加强西藏农牧区医疗制度和医疗救助的衔接工作,进一步完善西藏农牧区医疗制度的市场化,加强西藏农牧区医疗资源信息化建设、改善偏远地区居民就医难问题等方面提出促进西藏农牧区医疗制度的未来发展趋势.     

关于西藏农牧区公共文化服务体系建设的思考

“十二五”规划开局之际,西藏自治区政府提出推进“文化西藏”建设,着力构建公共文化服务体系新格局,使公共文化真正惠及全民,让广大群众享受丰富的精神生活。文章阐述了西藏农牧区公共文化服务建设的做法和成效,提出了建设所面临的困难,并就如何构建好这一系统工程,推动农牧区公共文化建设与经济建设、政治建设、社会建设协调发展,让广大群众,特别是广大农牧民共享先进文化的发展成果提出建设对策。     

山南地区农牧区医疗制度建设与问题研究

文章根据西藏山南地区的调研数据,阐述了该地区农牧区新型合作医疗基金的筹集、分配、使用及医疗救助制度的实施,分析了该地区农牧区合作医疗制度的现状、问题及对策。结果表明,政府在资金筹集及其管理协调方面的大力支持和参与,是广大农牧区新型农村合作医疗制度在短时间内得以开展并取得显著成效的重要因素。同时,加强西藏农牧区医疗卫生队伍建设,进一步完善西藏广大农牧区医疗制度以及改善农牧区医疗卫生条件,对于促进西藏农牧区医疗制度的长期稳定和社会和谐具有重要意义。     

西藏农牧区金融生态环境评价

文章以西藏农牧区金融生态环境为研究对象,利用1990-2011年20年间数据,运用因子分析法对农牧区金融生态环境进行评价,分析结果得出西藏农牧区整体金融生态环境不断改善,特别是2005年以来发展速度明显提升.并从促进农牧区经济发展、发展金融市场、改善信用法律环境与建立和谐的政府服务环境四个方面,提出进一步改善西藏农牧区金融生态环境的建议.     

积极推进西藏农牧区小额信用贷款发展探析

小额信用贷款制度是我国全面推进社会主义新农村建设中的一项重要支农惠农制度,其制度的设计可以从根本上解决低收入农户的发展难题。西藏属于区域性整体贫困地区,农牧区人口所占比例较大,从某种程度上讲,西藏的发展关键在农牧区。文章分析了当前西藏农牧区小额信用贷款运作现状,并从合理确定小额信用贷款补偿金额、小额信用贷款机构要不断加强自身建设、适度下放授信额度审批权等方面提出加强和改善的建议。     

浅谈如何加强和改进那曲地区农牧区消防工作

农牧区消防工作是西藏那曲地区消防领域的重点和难点问题之一，也是那曲地区全面实现小康社会宏伟目标所急需解决的紧迫性问题。本文通过分析西藏那曲地区农牧区消防工作现状及存在的问题，提出了建立健全消防组织、加强消防基础设施建设、加强消防队伍建设、强化消防宣传教育和加大消防经费投入力度等相应的措施及对策。     

按照统筹城乡发展的要求加快西藏农牧区经济发展步伐

西藏全面建设小康社会的重点、难点都在农牧区，由于受长期以来形成的“二元经济结构”的影响和制约，农牧区经济发展缓慢，农牧民生活质量不高。统筹西藏城乡发展，是缩小城乡差距，逐步消除“二元经济结构”，加快农牧区经济发展的必由之路。为此，必须大力推进农牧业结构调整，加大对农牧区的投入，创新产业化运行机制，加快小城镇建设，加强农牧区基础教育，积极推进移民扶贫行动，对农牧区的经济建设和农牧民生活质量的提高给予更多的关注。

新型农牧区医疗制度是党中央、国务院和自治区党委、政府为了减轻广大农牧民看病负担、保障农牧民健康水平、加快农牧区小康建设步伐的一项民心工程、德政工程.为切实了解西藏基层新型农牧区医疗制度工作的基本情况,积极探索适合西藏基层医疗卫生服务和保障制度方面的新机制,对贡嘎县以及所属乡镇的医疗卫生人力资源、卫生服务和医疗卫生现状等情况进行了调查,并在此基础上,针对贡嘎县医疗卫生面临的突出问题进行了综合分析与研究,提出了相关的对策与建议.     

Markedness and its Interpretation in Language Use

Language markedness is a common phenomenon in languages, and is reflected from hearing, vision and sense, i.e. the variation in the three aspects such as phonology, morphology and semantics. This paper focuses on the interpretation of markedness in language use following the three perspectives, i.e. pragmatic interpretation, psychological interpretation and cognitive interpretation, with an aim to define the function of markedness.     

Features of Women's language

Language is a means of verbal communication. People use language to communicate with each other. In the society, no two speakers are exactly alike in the way of speaking. Some differences are due to age, gender, statue and personality. Above all, gender is one of the obvious reasons. The writer of this paper tries to describe the features of women＇s language from these perspectives： pronunciation, intonation, diction, subjects, grammar and discourse. From the discussion of the features of women＇s language, more attention should be paid to language use in social context. What＇s more, the linguistic phenomena in a speaking community can be understood more thoroughly.     

低渗透非均质砂岩油藏启动压力梯度研究

理论推导与室内实验相结合,建立了低渗透非均质砂岩油藏启动压力梯度确定方法。首先借助油藏流场与电场相似的原理,推导了非均质砂岩油藏启动压力梯度计算公式。其次基于稳定流实验方法,建立了非均质砂岩油藏启动压力梯度测试方法。结果表明:低渗透非均质砂岩油藏的启动压力梯度确定遵循两个等效原则。平面非均质油藏的启动压力梯度等于各级渗透率段的启动压力梯度关于长度的加权平均;纵向非均质油藏的启动压力梯度等于各渗透率层的启动压力梯度关于渗透率与渗流面积乘积的加权平均。研究成果可用于有效指导低渗透非均质砂岩油藏的合理井距确定,促进该类油藏的高效开发。
