Reconsidering the Bayh-Dole Act and Its Related Researches

The Bayh-Dole Act has been widely cited as the crucial factor in improving patenting and licensing of universities in the U.S..It attracted the attention in both academia and policy makers that if Bayh-Dole Like law work for the technology would transfer in cases outside of the U.S..On the 30th anniversary of enactment of the Bayh-Dole Act,this study systematically reviewed the international researches.Basing on the change of research content,study method,and perspectives of which,it comes to a conclusion that the study of Bayh-Dole Act experienced an U-turn around 2005,from focusing on empirical study to exploring its content and policy design.The paper aims to comprehensively introduce the Bayh-Dole Act,and to provide the though-provoking on cultivating the policy system of the ownership of intellectual property sponsored by the State.
