| 摘 要： | 生态文明时代的资源环境价值,以资源环境对自然生态系统和社会生态系统的使用价值为尺度,按其保障发展、保护资源的功效不同,区分为生态价值和生产力价值两种形式。生态文明建设中应努力实现两种价值的平衡。资源环境承载力是界定生产力价值实现的最高上限和生态价值实现的最低下限的有效工具。
