论自然工程与社会工程的关系

相对于自然工程而言，社会工程是非物质形态的柔性工程，是综合利用人文社会、自然以及工程科学的相关知识，建构和选择社会运行的具体模式和社会发展方向，寻找解决社会问题，重构社会关系的制度和政策的一般理论和方法。自然工程就其基本构成而言，具有内圈和外圈的双重结构，在自然工程活动过程中工程决策阶段、工程规划阶段和工程实施过程阶段，自然工程和社会工程紧密联系，自然工程的运作过程同时也是社会工程活动的运作过程。

Relationship between Natural Engineering and Social Engineering

In comparison with natural engineering, social engineering is a matter of immaterial and flexibility, which colligate all kinds of rela tire knowledge of humanities and social science, nature and engineering in order to construct a new social development model resolving social is sues and choose new social developing direction. From this theoretical angel, social engineering is common theory and methodology of policy making to rebuilt social relationship. Natural engineering has dual parts of outside and inside. During the process of decision making, engineer ing-implemented and engineering-thought, social engineering combines with natural tightly, in other words, operating process of natural engi neering is one of social engineering.
