发达国家和新兴工业化国家政府财政研发投入研究

各国政府已经认识到研发(R＆D)投入对国家科技实力和经济发展的重要性，因此，它们不但采取措施刺激产业界和其它部门增加研发投入，而且直接增加用于研发的财政拨款。本文以主要发达国家(美国、日本、德国、法国和英国)和新兴工业化国家韩国的政府研发投入数据为基础，客观分析了近二三十年来各国政府研发投入主要参数的变化规律。主要参数包括：政府研发投入总额，政府研发投入占本国研发经费的比例，政府研发投入占本国国内生产总值的比例，政府研发投入占政府财政支出的比例，政府研发投入的流向。

Study of the Characteristics of R&D Funding of Advanced Country's Governments and Emerging Industrialized Country's Governments

Due to the importance of R&D expenditure to anation's S&T base on which economic prosperity depends,governments of many countries directly increase the government's R&D funding while taking measures to stimulate R&D funding of industries and other sectors.Based on the data of governments' R&D funding in advanced countries such as the US,Japan,Germany,France,England and emerging industrialized country such as South Korea,this paper provides comparisons of governrnent's R&D funding patterns,such as it's share of total R&D expenditure,it's share of GDP,it's share of financial expenditure etc.
