基于BT和ABS的公共租赁住房ABT新型融资模式

摘    要:公共租赁住房作为补充完善住房保障体系,解决“夹心层”住房问题的有力手段,面临着巨大的资金瓶颈。针对公共租赁住房的自身特点,结合BT和ABS模式的特点,提出公租房的新型融资模式——ABT模式。对这种融资模式的产生及运作程序进行分析,并讨论了采用这种融资模式的优势和劣势,提出了运用中应注意的问题。

Abstract:As a supplement for improving housing security system, and a powerful tool for solving the housing problem of some people, low- renting public housing is facing a huge financial bottleneck. According to the characteristic of low-renting public housing, a new financing model-ABT mode is proposed, which combines the characteristics of BT and ABS model. The background and the operation procedures of this model are analyzed in detail, discussing its advantages and disadvantages, pointing out the problems should be noted in the application.
