| 摘 要： | 基于对我国2000～2008年发生的118起特别重大事故的统计分析，归纳总结出特别重大事故发生规律和特征：时间分布上存在月份、季度、小时和年度差异性；行业分布上存在不均衡性、不确定性和集中性；地域分布的不均衡性；事故后果的严重性和事故原因具有的共性等。针对特别重大事故的发生规律和特征，给出了相应的事故预防措施建议。研究结果对特剐重大事故的有效预防具有重要参考价值。

| Abstract: | Based on the statistical analysis of 118 extraordinary big accidents happened from 2000 to 2008 in China, it is found that there are some obvious rules. Firstly, it is the time distribution including the month difference, the quarter differences, the differences in hours and the annual difference. Secondly, the industry distribution is uneven and uncertainty, but concentrated. Moreover, there are the uneven geographical distribution, the seriousness of the consequences and the common causes of the accidents. The result is useful for extraordinary big accident prevention. |
