| 摘 要： | 面板数据分析表明，经济发展过程中不同行业就业效应差异较大，进而导致了1990年以来中国就业与经济增长总体上的非一致性。现实条件下，大力发展第三产业中新兴服务业、通过技术进步促进工业快速发展和工业进行适度的资本深化及第一产业和第三产业优先选择节约资本型的技术进步是实现经济快速增长和就业持续扩张双重目标的有效途径。

| Abstract: | Panel data analysis show s that in the process of economic development ,industry em-ployment effect difference becomes bigger ,which on the whole leads to the inconsistency of employ-ment with economic growth in China since 1990 .Under realistic conditions ,we should develop new services ,the third industry through technological progress to promote the rapid industrial develop-ment and moderate industrial capital deepening .The first industry and the third industry prefer capital saving technical progress which is an effective way to achieve rapid economic growth and continual em-ployment . |
