基于DEA交叉评价的中石油同业对标分析

通过将交叉互评机制引入改进的DEA(数据包络分析)模型区分多个有效决策单元优劣,选出中石油的标杆企业,进一步进行对标分析.得出中石油在人力、财力以及设备3个方面的投入均存在冗余,而在科技创新能力输出、组织管理输出以及天然气输出方面存在不足,尚未达到技术有效.提出了重点提高企业关键技术的研发水平,增强组织管理在经济效益方面的贡献力,积极与国际一流公司开展对标的建议.

Study of CNPC Association Benchmarking Based on DEA and Cross-evaluation

By introducing the cross-evaluation into the improved-DEA model to distinguish the effective decision-making units and to select the benchmarking enterprises for CNPC, it is shown that CNPC has some redundancy in the input of human and financial resources as well as its equipment while it is not technically efficient in the output of creative ability in science and technology,in management and in the output of natural gas. Suggestions about improving the key technology, promoting the level of research and development and enhancing the organizational management in the economic benefits and benchmarking with the international first-class companies positively are proposed so as to enhance the competitiveness of CNPC in the world＇s oil industry.
