兰州城市防洪规划中的泥石流问题

兰州市是全国重要防洪城市之一。穿城而过的黄河,历史上曾给兰州市带来过众多灾难。而位于市区南北两山的273条沟道中的泥石流给兰州带来的灾难也十分巨大。仅1950年以来发生过的四次大规模泥石流灾害,就有近400人丧生,财产损失巨大。因此泥石流问题是兰州城市防洪规划和总体规划中的重要环节和组成部分。已建排洪道受泥石流淤积,通过能力普遍降低,及时进行清淤,采取综合治理,科学管理,全面系统规划势在必行。

THE DEBRIS FLOW AND THE CONTROL OF FLOOD IN LANZHOU

Lanzhou is one of the important cities in China that has to prevent or control flood. The Yellow river passing through the city has caused many catasteophes in the history, but the catastrophes resulting from debris flow in the 252 valleys of south and north mountains are much more. During the latest 40 years, nearly 400 peple have been killed by the debris flow and the loss of property is enormous. The problem of debris flow is important for the prevention and control of floods and the planning of Lanzhou city. The channels have been silted up by debris flow, and the capacity of draining debris flow is ineffective. It is necessary to clear away the deposits in all the channels, to make a systematic treatment and a comprehensive measurement, and an overall planning.
