黑龙江省农村体育公共服务体系的现状与对策研究

运用文献资料法、问卷调查法、访谈法等,对黑龙江省不同经济发展水平的3个区域中8个市县的56个乡镇、224个行政村的农村体育公共服务情况进行调研.结果表明,黑龙江省农村体育公共服务体系已基本构成,近年发展速度较快,但仍然存在组织指导不规范,体育人力资源缺乏,场地设施有限,体育活动的组织数量不多等问题.建议各级政府要以关注民生为宗旨,切实履行体育公共服务职责,逐步完善农村体育公共服务体系;加大农村体育公共服务设施的建设力度,尽快形成覆盖城乡的体育公共设施网络;加强农村体育公共服务人力资源的培育,确保民族传统体育文化的传承与发展;加强全民健身的宣传和教育,引导农民提高参与健身的意识和自觉性.

Research of present situation and countermeasures for Heilongjiang rural sports public service system

Literature review, survey and questionnaire are employed to investigate the system of rural sports service for 224 villages out of 8 county＇s 56 townships in 3 regions with different economic development levels in Heilongjiang province. It is found that the organizational management work for the system of Heilongjiang rural sports public service has been initially formed, rapid development in recent years, but the guidance is weak, sports lack of human resources, facilities are limited, funding and sports activities are less. It is suggested that the people all levels of government fulfill the functions of public sports service for people＇s livelihood, improve the public service system of rural sports, increase building efforts of rural sports public service, as soon as possible to form the public sports facilities network of covering both urban and rural, cultivate human resources to sports service, spread and develop the national sports culture, strengthen publicity and education of the national fitness, and guide the farmers to raise the awareness and consciousness to participate in fitness.
