苏北地区城镇化历程、问题及对策研究

改革开放以来，苏北地区城镇化经历了波动徘徊—缓慢发展—快速发展—稳步发展等主要阶段。当前总体上正进入城镇化中期的快速扩展阶段，但存在城镇化与工业化较大脱节、城镇化质量不高、大城市蔓延和低密度扩散趋势加剧、城乡生态环境亟待改善等突出问题。顺应城镇化发展的新特点及新趋势，应当坚持以科学规划为引领，充分发挥城乡规划在城市建设和区域发展中的龙头作用；坚持以农业产业化为基础、工业化为先导的产业支撑型城镇化发展理念；坚持以基础设施建设为重点，完善城镇功能，增强中心城市辐射带动能力；坚持大中城市和小城镇分工协调、城镇聚合轴和都市圈有机结合的战略布局，优化城镇化发展格局；坚持优先发展特色镇、重点中心镇的“小城镇、大战略”，以科学分类考核推动城镇化科学发展。

On the processes,problems and countermeasures of urbanization development in Northern Jiangsu

Since reform and opening up,the urbanization of Northern Jiangsu has experienced some major stages：volatility wandering stage,rapid developing stage,steady developing stage and so on.It has overall been entering the middle stage of rapid expansion stage so far,while it indeed exists many outstanding problems.For example, urbanization and industrialization are disjointed greatly,the quality of urbanization is poor,the trend of spreading and low density diffusion in big cities is aggravating and the ecological environment in urban and rural is urgent to improve.Conformed to the new characteristics and new trend of urbanization,it should adhere to the guidance of scientific planning,give full leading play to the urban and rural planning in the urban construction and regional de-velopment,adhere to the development idea of industry support type of urbanization on the basis of agricultural in-dustrialization and for forerunner with industrialization,insist on the infrastructure construction as the key point to improve the urban functions and enhance the radiation capacity of the central cities,stick to the strategic layout of the division and coordination among large cities,medium-sized cities and small towns and the organic combination between urban polymerization axis and metropolitan areas,and optimizing the urbanization development pattern,in-sist on the“small towns,but big strategies”by giving priority to the development of characteristic towns and major central cities,and promote the urbanization scientific development with scientific classification evaluation.
