| 摘 要： | 提高经济增长质量,是决定中国能否如期全面建成小康社会的关键因素,是新常态下事关发展全局的重大战略任务。绿色发展、创新、共享和稳增长是新常态下提升经济增长质量必须遵守的基本原则。同时,必须处理好增长速度和增长质量的关系、生产方式与生态环境的关系、经济增长与民生建设的关系、投资拉动与消费和创新驱动的关系。

| Abstract: | Improving the quality of economic growth is the key to the construction of a well-off society in an all-round way and a major strategic task of our country in the new situation. Green development, innovation, sharing and steady growth are the basic principles to improve the quality of economic growth in the new situation. Meanwhile, the relationship between growth rate and the quality of growth, the relationship between mode of production and ecological environment, the relationship between economic growth and people's livelihood construction, and the relationship between investment and consumption and innovation drive must be properly handled. |
