贵州民族地区全民参与型旅游开发路径的研究—— 基于西江千户苗寨的案例分析

基于对西江千户苗寨景区的访谈调查和实地观察,提出全民参与型旅游开发的评价指标体系,并通过AHP分析法建立了开发模式的层次结构,确定了评价要素层和评价因子层各指标对应的权重,计算出评价的数学表达式。为了验证开发模式的可行性,通过问卷进行了深入调查,结果发现:政府和企业联合旅游开发模式效果是明显的。但是,在旅游社区居民话语权、公民组织参与、游客辅助建设、环境保护等方面的工作,还有待继续加强。对此,总结分析了现有开发模式的贡献,并针对存在的问题,提出从鼓励公民组织积极活动、打造决策沟通互动平台、做好顶层设计与战略规划、科学定位旅游实力、营造良好旅游社区环境五个方面,来推动西江千户苗寨景区旅游开发。

Strategies for the Participation of all People in the Tourism Development of Guizhou Minority Regions---A case study of Xijiang Qianhu Miao village in Guizhou Province

Based on an interview and field study of Xijiang Qianhu Miao village in Guizhou, the author presents an evaluation index system for the participation of all people in tourism development, constructs a hierarchical structure for the development model using AHP analysis, determines every index weight of the evaluation factors and layers and calculates its mathematical expressions. In order to verify the feasibility of the development model, the author makes a thorough investigation through questionnaire. The result indicates that the effect of joint tourism development model by both government and enterprise is obvious, but problems regarding the speaking rights of local residents, the participation of civil organizations, and the construction of tourists and the protection of environment need to be dealt with. Therefore, the paper suggests that civil organization activities should be encouraged, decision-making communication platforms be established, top-level design and strategic planning be completed, tourism strength be scientifically positioned and good environment for tourism communities be created.
