青海省“大学生城居医保”认知与参与情况调查研究

对青海省内主要的3所高校进行在校大学生城镇居民基本医疗保险(以下简称“大学生城居医保”)的认知与参与情况调查,研究结果表明:青海省“大学生城居医保”认知参与情况受性别、民族、院校性质的影响较小,同时目前仍存在部分在校大学生对“大学生城居医保”不了解、不参加、不满意等问题。政府法律政策制定不完善、学校宣传不到位、学生参保意识不强是造成这些问题的主要原因。为解决以上问题,政府应增加财政扶持力度、加快制定保护大学生医疗保障权利的法律规章制度;学校应增强宣传及引导工作的有效性、改革校医院运营管理模式;学生应提高预防健康风险意识、培养良好的生活习惯,以推动“大学生城居医保”在青海省的顺利实施。

Cognition of College Students in Qinghai Province about“Urban Residents’ Basic Medical Insurance for College Students” and their Participation

A questionnaire survey was conducted on the cognition of college students in three universities of Qinghai province about urban residents' basic medical insurance and their participation in it. The results show that the cognition of college students about urban residents' basic medical insurance and their participation are not greatly affected by sex, nationality and the nature of their universities and some students still do not understand it, do not participate in it and are not satisfied with the medical insurance which mostly result from the lack of government policy, the lack of school publicity, and students’ weak consciousness in participation. In order to approach the problems and promote the smooth implementation of urban residents’ basic medical insurance for college students in Qinghai province, the paper proposes that the government should increase financial investment, enact laws and policy for the protection of students’ medical rights; universities should strengthen the publicity of medical insurance policy, reform the management model of the clinics in universities; students should enhance their awareness of medical insurance and cultivate better habits of life.
